Summary You will serve as a Head of the Unmanned Undersea Systems Branch, Code 883 in the Maritime, Aviation, and Unmanned Systems Division (C88) of CARDEROCK DIV NS. This position is part of the Warfare Centers Personnel Demonstration Project. The ND-5 pay band encompasses positions equivalent to the GS-14 and GS-15. Responsibilities You will work across the acquisition lifecycle and includes acquisition/program of record support to NAVSEA program offices. You will be responsible for research and developmental activities for science and technology sponsor organizations such as the Office of Naval Research (ONR) and the Defense Advanced Research Project Agency (DARPA). You will supervise a branch of multi-disciplinary engineers responsible for unmanned undersea systems design, development, and Integration. You will ensure branch activities are executed in accordance with all relevant organizational policy and administrative processes and procedures. You will manage organizational change. Develops strategic business plans and oversees resource allocations. You will coordinate branch activities with organizational units both internal and external to NSWC Carderock. You will ensure all relevant safety and security policies are followed consistent with Carderock and Navy policies. You will engage with customers and stakeholders to communicate branch execution status and determine resolution of relevant issues. You will determine technical health of the organization and develops hiring plans to ensure resources are aligned to customer objectives. Requirements Conditions of Employment Qualifications In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the ND-4 pay band (GS-12/13 equivalency) pay band in the Federal service or equivalent experience in the private or public sector. specialized experience must demonstrate the following: as a professional engineer executing organization leadership functions in the areas of personnel, research, development, strategic business plans or resource allocation for undersea systems. Education Applicants must meet the following basic education requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual: Successful completion of a professional engineering degree. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position. OR Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A (above) OR Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least one year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily, there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions. Additional Information Physical Requirements: Typical office setting - 75%; Test facility or seatrial - 25%; The level of physical dexterity required must be sufficient to support the typical duties required in a shop, laboratory, ship, boat, or other field activities, such as climbing, bending, stooping and lifting objects. Good physical health is required. Hazardous Duty: Temporarily exposed to the hazard of high levels of noise, extremes in temperature and humidity and adverse weather and sea conditions. However, the hardship is reduced through the use of standard operating procedures and/or safety equipment. This position is covered by the Department of Defense Priority Placement Program.
