The School District of Cudahy is a diverse, PK - Grade 12 public school district located just south of Milwaukee, WI on the shores of Lake Michigan serving 2200 students.

Position Summary:

The Director of Human Resources performs administrative duties and provides leadership in the operation of the Human Resources Department in such a manner as to enhance the performance and morale of district personnel, promote the overall efficiency of the school district, and ensure that student learning and well-being is the primary focus. The position is responsible for the overall planning, organization, administration, and evaluation of programs for all certificated and classified employees. As a part of the superintendent’s leadership team, the Director of Human Resources is responsible for articulating and executing the strategic priorities of the district’s strategic plan.

QUALIFICATIONS:

Required Education:

Bachelor’s degree in human resources, employment law, or administration. Preferred: Master’s Degree in human resources, employment law or administration.

Required Experience:

Minimum of two years experience as a Director of Human Resources. Preferred Experience: Experience as a teacher at multiple grade levels, a school leader at multiple levels or Central office leadership.

ESSENTIAL JOB FUNCTIONS:

EMPLOYEE RELATIONS & ENGAGEMENT

Keeps abreast of governmental statutes, regulations, and employment laws related to personnel administration and advises appropriate parties of the provisions of various laws.

Manages personnel litigation cases and directs resources in consultation with the Superintendent.

Provides guidance on regulatory compliance and labor/employment law.

Plans, implements, and administers the district’s Workers’ Compensation program; ensures district compliance with state OSHA regulations and other federal, state, and local laws.

Offers strategic advice on complex matters of employee relations.

Conducts thorough workplace investigations to identify root causes and recommend appropriate actions.

Implements progressive disciplinary measures in accordance with policies and legal requirements.

Creates a culture that recognizes employee recognition programs, work-life balance, and robust onboarding processes. Leads the district's wellness committee.

COMPENSATION & BENEFITS

Develops job descriptions for new staff positions and coordinates the periodic review and revision of existing job descriptions.

Research to establish equitable salary ranges for administrative and non-certified staff. Ranks and evaluates positions to determine appropriate job titles for new and existing roles.

Monitors and coordinates communication among human resources and payroll concerning position control for all staffing; serves as a resource to payroll and resolves staffing issues and concerns.

Coordinates the employment benefits programs for employees and retirees. Co-chairs the district’s insurance committee with the Director of Business Services. Oversees and reviews annual insurance renewal rates and insurance renewal contracts.

Communicates with administrators, personnel, service providers, public agencies, attorneys, insurance companies, and other outside organizations to coordinate activities, resolve issues and conflicts, and exchange information.

RECORDS & REPORTS

Establishes and maintains a central personnel record-keeping system for all employees; prepares reports as required for state and federal governments.

Prepares personnel recommendations and reports for the Board of Education.

Organizes the substitute employee program, including selection, training, and evaluation.

Completes relevant state and federal reports (DPI Staff Report, Workers Compensation, etc.)

VISION, STRATEGY & LEADERSHIP

Serves as a strategic advisor, functional expert, and thought partner to the Superintendent, Leadership Team, and administrators regarding human resources and staffing strategies.

Supports the Superintendent in leading the district’s leadership team.

Advises the Superintendent on changes in trends, education updates, laws, rules, policies, and other complex issues within the district.

Collaborates with all department heads to plan for staffing policies and procedures.

Keeps abreast of current and upcoming practices in the human resources field through professional development, professional associations, and conferences.
