The Judicial Council of California is accepting applications for the position of Director for our Facilities Services office.

The Director is responsible for the cost effective and timely delivery of the California courthouse facilities operations and capital construction program. Reporting to the Chief Administrative Officer and in conjunction with the Court Facilities Advisory Committee, Court Security Advisory Committee, and the Trial Court Facilities Modification Advisory Committee, the Director oversees all aspects of capital planning, site acquisition, design, construction, commissioning, risk and quality compliance, and operations and maintenance of the Council’s portfolio.

Facilities Services is responsible for providing a broad range of services to the courts from facility planning, design and construction, renovation, facility operations management, environmental compliance and sustainability, real estate services, security, and asset management. Major areas of responsibility include management of a $1.3 billion budget; staff of over 145 employees; acquisition and assemblage of sites for capital construction programs; administration of 370 leases; emergency planning and security operations, environmental regulatory compliance of over 450 facilities; responsible for building operations and maintenance, repairs and modifications to 22.4 million square feet of existing facilities, housing the largest judiciary in the United States.

Last, the Director is responsible for the supervision and delegation of work for all Facilities Services staff, develops policies and procedures, project delivery methods, provides owners representation during the design and construction process, and plans and executes multi-million-dollar projects across the state. The Director maintains relationships with both the executive and legislative branches of the State of California, in addition to various other stakeholders, and provides continual updates and information to trial court leadership on the progress of current construction.

The Judicial Council

The Judicial Council of California is the policy setting body for the state court system and has constitutionally conferred statewide rule-making authority. This authority includes developing, advocating for, and allocating the judicial branch budget. A majority of Council members are California state justices and judges; however, the Council also includes lawyers, legislators, and court administrators.

By enhancing its role as a leadership, knowledge, and service resource for the judicial branch, the Judicial Council’s staff organization seeks to continue to evolve as one of California’s most dynamic public service entities, focused on improving access to justice for all Californians by innovating and responding to the changing needs of the courts and the public.

As a government body charged with improving the statewide administration of justice, the Judicial Council has multiple offices with diverse responsibilities relating to court policy and operations. As employees of the council, every member of staff should view and approach their work as one Judicial Council with a public service mission that is greater than the sum of its parts.

The successful candidate will be expected to work in person at the Judicial Council’s San Francisco or Sacramento office and reside in the areas surrounding this location. The Judicial Council offers hybrid work arrangements for many positions. Beginning in September 2024, employees work in the office at least one day each week. Beginning in January 2025, employees will work in the office at least two days per week.

RESPONSIBILITIES

Facilitate executive-level communication with key stakeholders; ensure timely and accurate information delivery.

·

Ensure Facilities Services projects meet the cost and schedule requirements, and design guidelines set forth by Judicial Council policy and guidance provided by the Court Facilities Advisory Committee and its subcommittees.

Provide leadership and guidance to office staff that is responsible for the day-to-day operations of capital construction, modifications, and facilities planning & operations, which includes site acquisition, design and construction, space planning, risk and quality compliance and maintenance.

·

Represent Facilities Services to external companies and agencies, such as architects, engineers, construction companies, local governments, and public interest groups. Provide outreach services to solicit interest in the courthouse construction program and to ensure adequate external competition for projects.

·

Participate as a member of the Judicial Council senior management team. Identify issues of organization wide importance. Develop and propose strategies for resolution and participate in their implementation. Provide resources as needed for selected strategies.

Represent the Judicial Council Facilities Service to courts.

·

Determine staff training and performance management needs. Attend necessary training.

MINIMUM QUALIFICATIONS

EDUCATION AND EXPERIENCE

Bachelor’s degree, and eight (8) years of professional-level analytical or managerial experience in assigned function including, but not limited to, program analysis, development, implementation, research, and advising, including at least five (5) years of increasingly responsible management experience.

An additional four years of professional experience as noted above may substitute for the bachelor’s degree. Or, additional directly related experience and/or education may be substituted on a year-for-year basis.

DESIRABLE QUALIFICATIONS

The successful candidate will ideally have 10 years of demonstrated experience in or knowledge of:

California judicial system, court operations and courthouse construction.

Legislative policy analysis and California budgetary experience.

All phrases of the State’s capital outlay process: land acquisition, architecture, details of planning, designing, and constructing public buildings.

All phrases of the state’s solicitation and contracting process. Ability to develop contract language and enforce contract performance.

Principals of architectural building materials, building codes and construction methods.

Principals of structural, electrical, and mechanical engineering as related to buildings.

Principals of budgeting as related to state capital outlay process.

Development of plans, budgets, processes, and reporting requirements for simultaneously executed multi-million-dollar real estate and construction projects.

Development and management of scalable corporate or government real estate and facilities management experience at the senior management level.
