The Minnesota Judicial Branch is pleased to announce an opening in the Court Information Office for a Web Specialist. This position serves as the Branch's primary website administrator, responsible for managing the day-to-day operations, functionality, and content strategy of the Minnesota Judicial Branch website (mncourts.gov). The Web Specialist oversees web governance, and compliance with regulatory and security standards, to ensure a user-friendly, accessible, and secure web environment. This position also plays a key role in creating and curating digital content for the web. Given its dual nature, the Web Specialist position requires both technical expertise in website management and content management systems (CMS) as well as a creative flair for content creation, curation, and optimization.

Job Duties:Website Administration:

Troubleshoot CMS maintenance, error reports and corrections, broken links, and other issues that arise with the performance of the website.Lead web best practices, including UI/UX, website design, privacy, optimization, SEO, accessibility (WCAG standards), and plain language.Review web traffic statistics and monitor analytics, highlight key findings in report format.Collaborate with IT on web applications and solutions.Identify and recommend web design and development needs.Maintain responsive design with the emphasis on maintaining mobile/tablet friendliness.Recommend and administer website governance and policies.Develop materials to train and support content managers.

Content Strategy & Management

Modify web content including text, images, graphics, and multimedia using CMS templates.Deactivate and decommission outdated pages upon approval.Maintain content standards and ensure digital communications comply with guidelines and governance framework and standards, and the MJB style guide.Communicate changes to organizational standards, information architecture, and navigation systems to Content Managers and owners.Spearhead digital roadmap planning to align the Branch's digital initiatives with its strategic goals.Collaborate with the Social Media Specialist to align campaigns and messaging across all digital platforms.

Content Creation & General Communications

Using plain language, write and/or edit website content.Shoot and edit video for the website.Work collaboratively with Court Information Office staff to create and post digital communications, as assigned.

Minimum Qualifications:

Associate degree in information technology, web development, computer science, communications, or related field.2+ years of experience with:

Website administrationCMS managementContent strategy, workflow, quality assurance, and publishingSEO and performance optimizationWCAG accessibility standardsUX/responsive website designDevelopment/architecture in a web environmentAnalytics and reporting Content creation, including writing and videography.

Knowledge, Skills, and Abilities:

Deep understanding of CMS management and maintenance for a large government, nonprofit, or corporate website.Proficiency with web best practices, including UI/UX, responsive website design, privacy, and SEO.Competence with website accessibility, including current WCAG standards.Adept with HTML/CSS to support custom web page layouts.Facility developing and/or using style guides to maintain website brand and editorial consistency.Strong technical, communication, and project management skills to collaborate with internal IT teams and external web development partners.Capacity to manage a high volume of website content and development projects.Quick and creative plain-language writer.Strong sense of visual communication and design principles.Video shooting and editing abilities sufficient to create website content.Comfortable working in a fast-paced environment with multiple daily deadlines.Self-starter with excellent interpersonal and communications skills including active listening, adaptability, respectfulness, empathy, and a positive attitude.A strong interest in supporting the Minnesota Judicial Branch mission and vision.Preferred Qualifications:

Bachelor's degree in information technology, web development, computer science, communications, or related field.IAAP (CPACC, WAS, CPWA) or similar accessibility certification.Google Data Analytics Professional Certificate.CWP or similar web administration certificate or education.Experience or familiarity with Squiz Matrix CMS, Funnelback reporting tools.

Salary:

The expected starting salary range for external candidates is $31.52 - $40.17 per hour ($65,814 - $83,875 annually). The full salary range for this position is $31.52 - $48.81 per hour ($65,814 - $101,915 annually). This position is exempt under the Fair Labor Standards Act and is eligible for State of Minnesota employee benefits.

Position Logistics:

This full-time position is classified as Communication Specialist. The position will typically work normal business hours Monday through Friday, with occasional hours outside normal business required. This work will be conducted in a hybrid environment with a minimum of 4-6 days per month in person at the Minnesota Judicial Center in St. Paul, Minnesota. Additionally, business travel is required 10-12 times each year.
