Web Administrator The Housing Opportunities Commission of Montgomery County (HOC) was established in 1974 to better respond to the County's need for affordable housing. HOC is authorized to acquire, own, lease, and operate housing; to provide for the construction or renovation of housing; obtain financial assistance from any public or private source to assist its housing activities; and arrange for social services, resident services, and daycare. Job Description The Web Administrator is a pivotal role within the Housing Opportunities Commission (HOC), focusing on the strategic development, management, and enhancement of HOC's digital presence across its public websites and internal intranet. This position plays a critical role in ensuring that digital content is engaging, accessible, secure, and effectively communicates HOC's services and information to the public, stakeholders, and internal audiences. The specialist employs a blend of technical acumen, creative vision, and analytical insight to maintain a dynamic online presence that supports HOC's mission and strategic objectives. This role demands a comprehensive understanding of digital content strategy, web security, user experience design, and analytics. The incumbent must navigate the complexities of web development and content management with a keen eye on evolving web trends and best practices. Independent judgment, strategic planning, and collaborative skills are essential for success, as the position involves coordinating with various departments to align digital content with organizational goals. The Web Administrator is also responsible for proactively identifying and implementing improvements to enhance digital accessibility, user engagement, and website performance. Examples of Duties: Develop and manage engaging, accessible content for HOC's websites and intranet, ensuring alignment with organizational goals. Develop web audits to ensure content, links, plug-ins, and other components are accurate and working properly Monitor and enhance web security measures, regularly updating systems and protocols to safeguard against vulnerabilities. Utilize source control management tools to maintain website code integrity and facilitate efficient updates. Apply User Interface & User Experience (UI/UX) design principles to optimize site architecture and content layouts for improved user experience and accessibility. Analyze website traffic and engagement data to inform content strategy and optimization efforts. Implement SEO best practices to enhance online visibility and user acquisition. Stay abreast of the latest web technologies, design trends, and content management practices, integrating innovative approaches into HOC's digital strategy. Collaborate with internal stakeholders to ensure digital content meets diverse needs and supports HOC's strategic objectives. Coordinate digital accessibility efforts to comply with WCAG and other relevant standards, ensuring inclusive access to HOC's digital platforms. Minimum Qualifications Experience : At least three years of relevant experience in web content development, management, and optimization, including experience with web security, source control, and analytics. Education : Bachelor's degree in Communications, Marketing, Computer Science, Web Design, or related field. Licenses and Certification : Knowledge, Skills, and Abilities : Deep understanding of content management systems (e.g., WordPress), HTML/CSS, and digital media production tools. Proficiency in web security practices, source control systems (e.g., Git), and web analytics platforms (e.g., Google Analytics). Strong skills in SEO, content strategy, and UI/UX design. Excellent communication, writing, and editing skills, with the ability to convey complex information in an accessible manner. Knowledge of web design trends, accessibility standards (WCAG), and best practices in digital content management. Ability to work independently and collaboratively, with a proactive approach to problem-solving and continuous improvement. Graphic design and web graphic development (a plus).
