Foreign Assistance Cyber Capacity Building Program Manager
***As required by our governmental client, this position requires an active Secret clearance***
Cherokee Nation 3S is seeking a qualified Foreign Assistance Cyber Capacity Building Program Manager to support our programs aimed at enhancing the cybersecurity capacity of foreign civilian government partners. In this role, you will work closely with the Department of State's cyber policy efforts and manage funding for the design, implementation, and audit of capacity-building programs related to cyberspace. You will collaborate with various stakeholders, both domestic and international, to ensure successful program delivery and compliance with U.S. government standards. The ideal candidate should have a Bachelor's degree, 2 years of relevant experience, and a passion for promoting cybersecurity and international cooperation.
Compensation & Benefits:
Estimated Starting Salary Range for Foreign Assistance Cyber Capacity Building Program Manager: Pay commensurate with experience. $125K to DOE$

Foreign Assistance Cyber Capacity Building Program Manager Responsibilities Include:
- Manages funding to support program design and implementation of capacity building programs including planning, budgeting, implementation, and audit for programs related to cyberspace (i.e. program planning and budgeting, implementation, and follow-up). Explores, evaluates, and documents information from multiple stakeholders and sources.
- Supports colleagues and implementing partners in implementing developed content, ensuring that program implementation can adapt to changing circumstances and in compliance with U.S. government standards.
- Supports the identification and resolution of issues or problems in programming, preferably before implementation. Communicates any issues or problems immediately to CDP to ensure their comprehensive resolution.
- Coordinate and collaborate program goals and objectives with CDP, U.S. embassy personnel, the U.S. interagency, U.S. allies and partners, the private sector, universities, and civil society, as appropriate
- Apply professional knowledge and experience in the fields of program design, development, implementation, and audit to support the creation, delivery, promotion, monitoring, evaluating and reporting on programming designed to meet policy objectives and deliverables within the context of the U.S. government policies in cyberspace.
- Use understanding and experience with State Department management policies and procedures, government accounting and reporting, contracting and procurement, and restrictions on programming stemming from Congressional provisions.
- Contributes to the assessment of and reporting on the accomplishments of program goals, objectives, priorities, and outcomes established by the Department, bureau, office, statutes, or executive orders by collecting, assessing, and disseminating programmatic information and performance analysis from implementing partners.
- Collaborates with Department public affairs officials and the interagency to support the amplification of key messages related to capacity building programs via both traditional and social media.
- Work closely with entities in the firm providing logistics support services.
- Works with Contract Officers and Grant Officers and their Representatives to ensure that reporting requirements are met.
- Perform other job-related duties as assigned.
- Domestic and/or international travel to certain countries/regions, as required.

Foreign Assistance Cyber Capacity Building Program Manager Experience, Education, Skills, Abilities requested:
- Bachelor's degree from an accredited institution (or equivalent)
- Two (2) years of experience with government management policies and procedures, government accounting and reporting, contracting and procurement, and/or Congressional and policy restrictions on foreign assistance (or equivalent).
- Three (3) years of experience in the development and implementation of foreign assistance capacity-building programs, multi-tasking complex projects and processes, requiring interpersonal and customer service, writing, analytic, problem-solving, and computer skills experience (or equivalent)
- Ability to support in the design of program goals, objectives, outputs, and performance measurement systems, including results frameworks, providing inputs into monitoring and evaluation planning and reporting.
- Ability to support implementation of multilateral diplomacy development- and policy-focused programs.
- Ability to coordinate with interagency partners and foreign counterparts, and manage complex systems.
- Ability to communicate effectively orally and in writing with a diverse range of stakeholders including but not limited to other Department Bureaus, other U.S. agencies, Embassies, Congress, foreign counterparts, and other partners.
- Must be comfortable working in multilateral and bilateral settings and have prior international experience.
- Possess excellent management and communication skills, as well as experience with data collection and report writing.
- Understanding or willingness to learn about the mandates/responsibilities of CDP and the broader State Department on cyber policy as well as relevant research and evaluation conducted by other stakeholders, as appropriate.
- Ability to use Department of State computer systems including Microsoft Office applications, e2 travel system, and knowledge of SharePoint.
- Strong organizational skills and attention to detail, with the ability to deliver on multiple priorities under tight deadlines, with minimal oversight
- Strong team player who is eager to jump in to take care of crises as they emerge, with prior demonstrated experience working collaboratively in ambiguous situations.
- Secret clearance is required. Top Secret/Sensitive Compartmented Information would be preferred to perform full duties of the position.
- Work will be performed primarily in a climate-controlled office environment. Telework may be available.
