Program Manager
This position requires an active Secret clearance.
The Program Manager will lead and support initiatives that deepen partnerships with U.S. allies and international stakeholders to advance a shared vision for digital connectivity, cybersecurity, and open internet access. This role requires collaboration across U.S. government agencies, including the State Department, to promote and implement U.S. cyberspace and digital foreign policy. Responsibilities include managing strategic engagements, supporting public diplomacy efforts, and coordinating multilateral diplomacy-focused programs. A strong understanding of government policies, contracting, and interagency processes is essential. An active Secret clearance is required.
Compensation & Benefits:
Estimated Starting Salary Range for Program Manager: $160,000 - $180,000
Pay commensurate with experience.
Full time benefits include Medical, Dental, Vision, 401K, and other possible benefits as provided. Benefits are subject to change with or without notice.

Program Manager Responsibilities Include:
- Deepen relationships with existing U.S. allies and partners, forge new partnerships, and engage with a range of countries to advance a common vision for the Internet and digital technologies
- Leverage key multilateral fora to build relationships, advance U.S. policy priorities, and guard against positions that are counter to U.S. approaches to the Internet and digital technologies.
- Identify, enhance, cultivate, and develop strategic engagements across the private sector and multistakeholder communities.
- Increase secure and open digital connectivity and access to the Internet.
- Implement public messaging and public diplomacy programs to expand key audiences' understanding and support of U.S. cyber and digital policies. Bureau Goal 2: Integrate and elevate U.S. cyberspace and digital foreign policy through robust communication and collaboration with other elements of the Department and Interagency.
- Integrate cyberspace and digital policy knowledge, skills, and strategies throughout the Department of State.
- Elevate the State Department's role within the Interagency to develop and implement U.S. cyberspace and digital foreign policy, assistance, and messaging.
- Performs other job-related duties as assigned
Program Manager Experience, Education, Skills, Abilities requested:
- Bachelor's degree from an accredited institution (or equivalent) and 2 years of experience with government management policies and procedures, government accounting and reporting, contracting and procurement, and restrictions on programming stemming from Congressional provisions (or equivalent). Three (3) years of experience in the development and implementation of foreign assistance capacity-building programs, multi-tasking complex projects and processes, requiring interpersonal and customer service, writing, analytic, problem-solving, and computer skills experience (or equivalent).
- Ability to support in the design of program goals, objectives, outputs, and performance measurement systems, including results frameworks, providing inputs into monitoring and evaluation planning and reporting.
- Ability to support implementation of multilateral diplomacy development- and policy-focused programs.
- Ability to coordinate with interagency partners and manage complex systems.
- Ability to communicate effectively orally and in writing with a diverse range of stakeholders including but not limited to other Department Bureaus, other U.S. agencies, Embassies, USAID Missions in the region, Congress, and other partners.
- Ability to work with EAP and SCA colleagues to design and update social and traditional media messaging in support of the Department's Indo-Pacific Strategy.
- Secret clearance is required
