POSITION SUMMARY

Under general direction of the City Manager, the Fire Chief plans and directs the work of the Fire Department in the protection of life and property from losses due to fire, hazardous incidents, and other emergencies. The Fire Chief also develops an area-wide program of fire prevention and public fire education. This is an exempt position under FSLA.

ESSENTIAL FUNCTIONS

Plans, directs, supervises, and reviews activities of firefighting personnel.

Develops and maintains department safety procedures and policies.

Makes recommendations to the City Manager in matters of personnel, apparatus, and equipment.

Initiates and advises on the development of ordinances, laws, and regulations.

Establishes, supervises, and participates in training programs and testing that will also include NIMS training.

Submits budget requests and manages the department budget.

Maintains ISO points by using ISO recommendations.

Investigates the cause and origins of all fires within the jurisdiction of the department.

Prepares and maintains a variety of technical department activity reports and records, including detailing activity at all emergency and non-emergency calls.

Coordinates activities of the Fire Department with those of other City departments and neighboring firefighting services.

Reviews all new and remodeling plans of commercial buildings and new subdivisions for compliance with Fire and Life Safety Codes in coordination with the Building Inspector.

Perform scheduled daily and periodic apparatus inspections and minor maintenance so that the apparatus is operational and proper records are complete.

Test all equipment for safety and reliability.

Maintain facilities so the building and equipment are kept clean and presentable.

Apply department and City policies and procedures.

Deliver public education presentations.

Participate in the incident management system at fire and other emergencies as assigned so that operational objectives are achieved.

Represent the Kingman Fire Department at local meetings and organizations.

Look for grant opportunities to further department objectives and meet department needs.

Coordinate the construction of a new fire station under the direction of the City Manager.

Assist the Building Inspector and Code Enforcement Officer for enforcement of all City codes.

MARGINAL FUNCTIONS

Assists other departments as the need arises.

Performs other duties as deemed necessary or assigned by the City Manager.

POSITION REQUIREMENTS

Experience:

Previous leadership experience in a volunteer or professional department is strongly desirable. Employee is expected to have acquired the necessary information and skills to perform the job reasonably well within a year of employment.

Education:

Associate degree in Fire Technology and/or Firefighter Level I and II certification is desirable. Appropriate NIMS certification will also need to be timely acquired if not already obtained. This position requires a valid Kansas Drivers License.

Technical Skills:

Thorough knowledge of record-keeping, mechanics, firefighting equipment, fire codes, and a working knowledge of mathematics is required. This employee must be able to accurately operate pumps, trucks, tankers, aerials, tractors, loaders, and other firefighting equipment. The ability to read and interpret written instructions, maps, schematics, reports, and records is required. This employee should possess strong supervisory, communication, public relations, and organizational skills.

Decision Making:

Decision making is a critical factor in this position. This employee must be able to make logical decisions rapidly in emergency situations.

Supervision:

This position works with supervision from the City Manager and is responsible for direct supervision of all Fire Department staff and firefighters.

Financial Accountability:

Employee is responsible for departmental equipment, has authority to make limited purchases, and is responsible for preparing and monitoring the department's annual budget.

Personal Relations:

Daily contact with coworkers, firefighters, and elected or appointed officials is expected.

Working Conditions:

Some adverse working conditions exist within this position. Exposure to hazardous chemicals, explosives, confined areas, heights, excessive noise, and adverse weather conditions is expected. This position contains an element of risk to personal safety.

Physical Requirements:

The ability to operate departmental equipment, climbing ladders, and manual labor including lifting and carrying heavy objects is required in this position. Employee must be able to talk and hear in person and by telephone and radio.
