EMSA oversees emergency and disaster medical services in the State of California and is charged with providing leadership in the innovation and administration of the EMS system throughout the state, which includes setting standards for the training and scope of practice for various levels of EMS personnel. EMSA is also responsible for promoting disaster medical preparedness throughout the state, and when required, coordinating, and supporting the State of California's medical response to major disasters.In this role, the Chief Deputy Director, EMSA is charged with all administrative responsibilities related to the Authority's statutory mandates for coordination and integration of all state activities concerning emergency medical services.In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:Knowledge of:The theory, principles, and practices of governmental financial administration and management and organizational structuresThe principles and techniques of organizational management, public relations, budgeting, supervision, and administrationCurrent trends at the local, state, and federal level related to emergency medical servicesSocial, political, and economic issues influencing emergency medical servicesObjectives-based managementAbility to:Administer, plan, organize, and direct a major administrative operation, in a large, public, human services agencyEstablish and maintain effective working relationships with a broad group of partners statewideDevelop procedures and guidelines consistent with departmental policies and interpret these departmental policies and procedures to staffAnalyze and evaluate complex and administrative problems and recommend effective solutionsPlan, organize, and direct the work of a multi-disciplinary staff
