The City of Fairfield is accepting applications for the position of Public Utilities Superintendent - Treatment. The City is located in Southwestern Ohio about 15 miles north of downtown Cincinnati and is home to approximately 45,000 residents. It is situated along the northern loop of I-275, conveniently positioned within minutes of a variety of recreational, cultural and business areas. The City’s Public Utilities Department, with annual revenues of approximately $20 million, operates an Ohio EPA Class IV wastewater treatment plant and an Ohio EPA Class III water treatment plant with a mission to protect public health, protect public safety, and protect the environment. The Treatment Superintendent manages the operation and maintenance of the two treatment plants and reports to the Director of Public Utilities. The Treatment Superintendent will be designated as the operator of record for one of the two plants.

Wastewater Treatment

– The City operates a conventional activated sludge wastewater treatment plant generating a Class B biosolid with use of anaerobic digestion. The final product is beneficially reused and land-applied to farms in Butler and Preble Counties. The treatment plant is permitted to treat 10 million gallons per day (MGD) with an average daily flow of ~5 MGD.

Water Treatment

– The source of the City’s drinking water is the Great Miami Buried Valley Aquifer. The City pulls water from the aquifer and chemically treats it at its lime-softening water treatment plant, with use of calcium oxide, carbon dioxide, gaseous chlorine and hydrofluorosilicic acid before distributing the water to the City’s customers. The treatment plant is currently rated to treat and distribute 9.1 MGD with an average production of ~6 MGD.

Responsibilities:

Oversight of all operational and maintenance activities at the water and wastewater treatment plants as well as remote facilities including water pumping stations and water towers.Management and direction of the operations and maintenance work units for both the Water and Wastewater Divisions – supervising around 20 staff members including 5 foremen; scheduling personnel to comply with state-prescribed staffing levels; providing training and development opportunities as well as performance evaluations.Preparation of reports, charts, letters, memos, etc. concerning the operation and maintenance of the City’s water and wastewater treatment facilities, including federal and state regulatory reports.Development and implementation of infrastructure-oriented plans and activities to assure water and wastewater services are available to allow for future commercial, industrial and residential growth.Preparation of annual operating and capital budgets, department-wide.Administration of safety and risk management programs, department-wide.Administration of contracts originating in the Public Utilities Department.Participation in meetings, seminars, events, etc. as appropriate.Performance of other duties as necessary.Minimum Qualifications:Applicants must possess a valid motor vehicle license and have an OEPA Class IV Wastewater or an Ohio EPA Class III Water Supply Professional Operator certificate. The applicant must also have at least three years of supervisory experience. A Bachelor’s Degree in Environmental Science, Business Administration or related field is preferred. The salary range for this position is $90,000 - $115,000 annually, with a generous benefit package.
