The General Counsel is a full-time role and will report daily to the Oklahoma Health Care Authority office in Oklahoma City, OK.Basic PurposeThe General Counsel is responsible for overseeing all core legal functions of the OHCA, ensuring compliance with applicable laws, regulations, and organizational standards. This role leads the development, negotiation, revision, and management of contracts through leadership of a team of contract professionals. This position serves as chief legal counsel to the Board of Directors, Executive Leadership and represents OHCA in all legal matters. This role is critical in creating high performing legal and contracts teams, meeting Agency objectives, and providing excellent customer service to stakeholders.Typical FunctionsOversee core legal functions of the OHCA, ensuring compliance with laws and regulations related to the Agency’s functions.Serve as chief legal counsel for Board of Directors, executive leadership team, senior leadership, and the OHCA as an entity related to Agency business and functions.Represent OHCA, the CEO and Executive Staff, and Board in litigation matters, ensuring effective legal defense and compliance with legal standards.Provide leadership, mentorship, and development to high-performing legal and contract teams, ensuring the teams meet organizational goals while fostering a culture of excellence, leadership and career growth, and accountability.Facilitate cross-training for attorneys and legal staff, and establish transparent, shared processes to ensure the timely completion of all critical legal functions.Develop, implement, and lead strategies related to legal and regulatory issues, in collaboration with goals of executive leadership.Oversee contract development, negotiation, revision, and management, ensuring all Agency agreements meet legal, regulatory, organizational, and compliance standards.Source and oversee implementation of software solutions for contracts and legal functions to reduce baseline processing timelines and ensure operational efficiency and effectiveness.Other duties as assigned.Education and ExperienceA Juris Doctor degree plus 10 years of experience as a practicing attorney, including three (3) years as a managing attorney or equivalent and two (2) years as supervising attorney or equivalent, and an active membership of the Oklahoma Bar Association.Note: No substitution will be allowed for the three (3) years as a managing attorney or equivalent and two (2) years of experience as supervising attorney or equivalent.Preference may be given to candidates with:Experience or expertise in employment law and/or Oklahoma’s Civil Service and Human Capital Modernization Act and related requirements.Familiarity with Oklahoma’s Central Purchasing Act and state procurement and solicitation requirements.Significant background in health care administration, health care insurance and/or state or federal health care programs.Knowledge, Skills, Abilities and CompetenciesThe General Counsel must possess in-depth knowledge of federal and state laws, regulatory compliance, and legal practices related to healthcare and governmental operations. Strong contract negotiation and management skills are essential, along with the ability to develop and implement strategic legal processes. The role requires exceptional leadership and team-building abilities, with the capacity to mentor and cross-train staff while fostering collaboration across departments. Advanced problem-solving and strategic thinking are crucial, enabling the General Counsel to anticipate future legal trends and challenges.Special RequirementsPhysical Demands:Must be able to remain sitting for prolonged periods at a desk and working on a computer.Must be able to move or lift up to 15 pounds at various times.Work Environment:
