ATTORNEY, ASSISTANT CHIEF COUNSEL

The Assistant Chief Counsel (ACC) will be responsible for planning, organizing, directing, coordinating, and reviewing the work of a professional legal staff, and act as a legal adviser to top management regarding a variety of administrative programs. The ACC will also:
Draft and deliver employee performance appraisals;
Provide input regarding approval/disapproval of merit salary adjustments;
Assign and review work (quality & deadlines);
Handle necessary progressive discipline of employees;
Maintain documentation for individual employees including work performance, leave approvals, and attestations to specific departmental policies;
Prepare recommendations related to procedures and policies within the assigned program units;
Participate in regular senior staff meetings with the General Counsel/Deputy Director, Deputy General Counsel and other attorneys and staff;
Coordinate and communicate regarding workflow and matters of general importance with other ACCs;
Coordinate with staff, other attorneys and/or Attorney General’s office, the Business, Consumer Services and Housing Agency (BCSH), and the Governor’s Office as may be appropriate or requested by the General Counsel, regarding Departmental and litigation matters pertaining to his or her functional areas;
Act in the place of the General Counsel or Deputy General Counsel when he or she is absent.

Desirable Qualifications
Previous experience acting in a supervisory capacity, preferably in the capacity of supervising other attorneys and responding to requests from other managerial employees.
Established history of advising clients on local Housing Element matters including Housing Element enforcement or compliance.
Prior litigation experience in a court setting or handling the sufficiency of pleadings, writ practice, issuing and responding to subpoenas, and the management of discovery, including experience handling ESI (Electronically Stored Information).
Knowledgeable regarding the awarding of grants, notices of funding, standard agreements, regulatory agreements and other legal instruments used in real property law.
Experience researching, interpreting or practicing tribal law.
Experience with legislative analysis, including statutory interpretation, drafting and review of legislative analysis documents, and drafting of proposed legislation.
Experience enforcing, drafting, or advising on Land-Use, Natural Resource, or Development law.
Experience in drafting or reviewing municipal housing elements, local ordinances, and/or zoning laws.
Experience responding to and dealing with special populations including elected local leaders or state level leadership.
