Division of Disease Control and Public Health Response (DCPHR)

is the department’s lead surveillance, planning and response arm for public events including communicable disease outbreaks and epidemics, pandemics, bioterrorism, and other public health and mass casualty events and disasters.The Work Unit:The Safety and Security work unit is a component of the Operations Branch of the Colorado State Public Health Laboratory. The unit continually assesses and improves the reliability and efficiency of the State Public Health Laboratory to ensure that the highest possible quality of service is provided and to comply with regulatory requirements.What you will be doing:The purpose of this position is to provide support and to coordinate the Laboratory Response Network (LRN) testing activities of the Division by serving as the Assistant Bioterrorism (BT) Coordinator and as an Alternate Responsible Official (ARO) for the CDC/USDA Select Agent Program. This position develops and coordinates a safety program for the Division.Biosafety OfficerEducates, trains and provides guidance to in-house staff on performing biosafety risk assessments, using personal protective equipment (PPE), implementing decontamination procedures, packaging and shipping of infectious agents, and reviewing waste management plans, including methods for recycling and disposal of biological hazards.Coordinates with in-house staff to conduct outreach to public and private Sentinel clinical laboratories in jurisdiction to assist with performing biosafety risk assessments and related activities.Encourages a culture of safety and reporting of actual and potential safety issues which may place staff and others at risk; assesses those risks; and implements redundant systems to keep risks to the absolute minimum.Quality Assurance and Safety Program ActivitiesPerforms outreach programs for external customers and the public, including giving presentations, tours of the LSD facilities, providing articles (print and online) to state and national organizations, and presenting workshops and training courses.LRN Testing /Alternate Responsible OfficialCompetent to perform all LRN testing.Functions as the Alternate Responsible Official in the absence of the Responsible Official.Interprets safety and security concepts to adapt policies and procedures to support organizational goals.Maintains and modernizes the laboratory’s safety and security plans in collaboration with subject matter experts.Residency Requirement:This posting is only open to residents of the State of Colorado at the time of submitting your application.MINIMUM QUALIFICATIONS:An applicant may meet the minimum qualifications for this job in one of two ways: through work experience alone or through a combination of education and work experience.Experience Only:Six (6) years of relevant experience in a laboratory setting facilitating, organizing, and conducting high-complexity testing and analyses of select agent specimens in participation with the CDC LRN for the timely detection performing molecular-based diagnostic, research or regulated microbiological testing (e.g., CLIA, FDA, ISO).OREducation and Experience:A combination of related education in science, biological science (e.g., microbiology, food microbiology, molecular biology, biochemistry) and/or closely related experience in a laboratory setting facilitating, organizing, and conducting high-complexity testing and analyses of select agent specimens in participation with the CDC LRN for the timely detection performing molecular-based diagnostic, research or regulated microbiological testing (e.g., CLIA, FDA, ISO) equivalent to six (6) years.*This experience must be substantiated within the Work Experience section of your application. Late transcripts will not be accepted.Preferred Qualifications and Essential Competencies:ASCP MLS with high volume experience in Microbiology (Parasitology and Mycology specifically) and LDT validations.Graduate degree in microbiology or molecular biology, or extensive experience in a regulated molecular diagnostic testing laboratory.Experience using a LIMS system for inventory, sample tracking, and results reporting.Knowledge of generally accepted laboratory QA/QC procedures and processes as they apply to diagnostic and/or molecular-based testing.In-depth knowledge of laboratory regulatory requirements (e.g., CLIA, FDA, ISO).In-depth knowledge of CDC biosafety recommendations (BMBL).In-depth knowledge of chemical safety recommendations.Knowledge, experience, and ability to evaluate safety recommendations of BSL-2 and BSL-3 practices.Ability to effectively communicate both orally and in writing with a wide range of customers.Knowledge of and use of desktop computer hardware and software.Excellent critical thinking and problem-solving skills.Excellent interpersonal and customer service skills.Ability to interpret regulations and statutes.Ability to interpret and analyze data.Keen attention to detail.Ability to self-motivate.Ability to work well independently as well as in/with a team.Ability to collaborate and achieve consensus across work units and programs.Participation in Laboratory Response Network testing of select agents.Conditions of Employment:Pursuant to CDPHE policy, a criminal history background check is required for all positions at CDPHE.Must be available in the event of an emergency (e.g., bio-terrorist attack, chemical attack, disease outbreak or all hazards) and be required to report to work immediately at the regular or alternate location. During this time, travel restrictions may be in place.Must be available in the event of the activation of the Continuity of Operations Plan (COOP) and be required to report to work immediately at the regular or alternate location.
