Parks & Recreation, City of CartersvilleJOB SUMMARY:

This position is responsible for the overall administration of the Parks and Recreation Department.MAJOR DUTIES:Directs the administration of all departmental programs, operations, and facilities.Directs the planning and implementation of a comprehensive program of leisure services.Directs the planning, design, financing, construction, and maintenance of all recreation facilities.Directs the development of short- and long-range plans for the department, including coordination of formulation and implementation of a ten-year comprehensive recreation master plan for the City of Cartersville.Promotes departmental programs by making presentations to groups and maintaining communication with the media; ensures adequate marketing of all leisure services offered to citizens.Develops departmental policies and procedures; implements policies and procedures approved by City Council.Prepares the annual departmental budget; monitors expenditures under the existing budget.Updates the Recreation Advisory Board on the programs offered and facilities used throughout the year.Hires, trains, evaluates, and counsels department staff.Attends meetings of City Council.Oversees maintenance of city swimming pools and bathhouses.Performs other related duties as assigned.KNOWLEDGE REQUIRED BY THE POSITION:Knowledge of city policies, procedures, and department functions.Knowledge of the principles and practices of public and recreation administration.Knowledge of the theories and techniques of recreation service delivery for a variety of populations.Knowledge of relevant laws, departmental and safety guidelines, and city codes, policies, and procedures.Knowledge of federal, state, and local laws, building codes, and safety regulations pertaining to recreation and park facilities.Knowledge of recreation maintenance and repair techniques.Knowledge of budgetary processes and procedures.Skill in supervision.Skill in planning and organizing recreational services.Skill in public speaking.Skill in interpersonal relations.Skill in oral and written communication.QUALIFICATIONS:Bachelor's degree in Recreation, Public or Business Administration, or a related field (prefer master’s degree) and a minimum of ten years progressively responsible experience in a similar Recreation organization or an equivalent combination of education and experience.Knowledge of the principles and practices of municipal recreation programs, building maintenance, and landscaping.Skill operating a PC using MS Office Suite programs including Word, Excel, Outlook, and other programs as needed.Knowledge of current personnel management practices and regulations.Knowledge of all relevant state and federal laws and regulations.Must have excellent communication skills both verbal and written. Ability to work in a political environment and deal with sensitive or volatile issues in an effective manner. Ability to make presentations and skill in public speaking.Ability to establish priorities, handle multiple priorities, and meet deadlines.SUPERVISORY CONTROLS:

The City Manager assigns work in terms of departmental goals and objectives. The employee works independently in organizing work to reach goals and meet deadlines. The work is reviewed through conferences, reports, and observation of department activities.GUIDELINES:

Guidelines include Georgia Parks and Recreation Association guidelines, relevant laws, departmental and safety guidelines, policies and procedures, and building and electric codes. These guidelines require judgment, selection, and interpretation in application. This position develops department guidelines.COMPLEXITY:

The work consists of varied administrative, public relations, and planning duties. The multitude and variety of tasks to be completed contribute to the complexity of the work.SCOPE AND EFFECT:

The purpose of this position is to direct the activities of the Parks & Recreation Department. Successful performance helps ensure the effective delivery of recreation.PERSONAL CONTACTS:

Contacts are typically with co-workers, other department heads, elected officials, representatives of professional and community organizations, volunteers, the media, and the general public.PURPOSE OF CONTACTS:

Contacts are typically to give and exchange information, resolve problems, provide services, and motivate personnel.PHYSICAL DEMANDS:

The work is typically performed while sitting, standing, walking, bending, crouching, or stooping.WORK ENVIRONMENT:

The work is performed in an office and occasionally at outdoor facilities.SUPERVISORY AND MANAGEMENT RESPONSIBILITY:
