Job Summary/Overview of the Position

This is a highly responsible, professional management position under the direction of the City Manager. The Director is responsible for the operation and efficient administration of the Department, including organizing, directing, and coordinating the activities of the several divisions and establishing Department policies, planning long-term programs, and resolving complex operational and technical problems.

Essential Job Functions

Assignments are usually in the form of broad administrative policy and instructions or general program objectives. Performance is reviewed and evaluated by the City Manager for general adherence to instructions and City policies. Budgets are prepared and administered, and annual and long-range programs are researched, formulated, and implemented. Considerable public contact is required which demands a high level of skill, professionalism, and customer service. The position is also responsible for coordination with the Department of Public Works for the maintenance, repair, and construction of all facilities and structures. Position requires occasional night, weekend, and/or holiday work, and the Director may be called out to assist with City emergencies, including EOC Activations.

Knowledge, Skills and Abilities

Ability to plan, develop, and administer a comprehensive recreation program.

Ability to coordinate and manage multiple large- and small-scale community special events and numerous special interest classes and camps.

Knowledge of local government financial management practices, presentation, administration, and purchasing as related to Parks and Recreation.

Ability to prepare and manage the departmental budget in a fiscally responsible manner while meeting the needs of the community.

Knowledge of the principles and practices of personnel management, including recruitment, evaluation, and discipline.

Familiarity with facilities site planning and construction practices and building ground maintenance protocols.

Ability to communicate effectively both in written and oral forms in a formal and informal environment.

Possess effective supervisory and leadership skills and the ability to promote a positive working environment for both internal and external customers.

Possess highly developed public relations skills.

Ability to establish and maintain effective working relationships with governmental agencies and the public, sometimes in stressful situations.

Ability to set a vision for the future.

Ability to analyze and solve administrative problems.

Ability to prepare and analyze operating procedures and administrative reports.

Ability to represent the City in public speaking opportunities and special events.

Must be an effective change agent driven to inspire and implement change with excellent customer service, leadership, and communication skills.

Ability to maintain an enthusiastic, self-reliant, and self-starting approach to meet job responsibilities and accountability.

Ability to anticipate work to be done and initiate proper and acceptable direction for completion of work with a minimum of supervision and instruction.

Physical Requirements

Use of both hands with the majority of fingers in each hand. 20/40 vision (in at least one eye), and be able to hear and understand and verbally communicate in English at normal conversational levels in a typical governmental office (corrective devices acceptable). Motor skills ability to operate office equipment without excessive accommodation and good depth perception.

Additional InformationEDUCATION, TRAINING AND EXPERIENCE:Minimum of a Bachelor’s Degree from an accredited college or university in Parks, Recreation and Leisure Management, Business or Public Administration, Sports Recreation or Physical Education, or closely related field, Master’s Degree preferred. Three (3) to five (5) or more years of progressively responsible professional experience in Parks & Recreation. CPSI (Certified Playground Safety Inspector) required within 6 months of hire. CPRP (Certified Park and Recreation Professional) or CPRE (Certified Park and Recreation Executive), preferred.

LICENSES, CERTIFICATIONS OR REGISTRATIONS:Valid Florida Driver's License.
