Manager, Legal Counsel is responsible for providing legal advice to one or more divisions, subsidiaries, or business lines of WPCU, including responsibility for providing legal support and guidance to various business units related to credit union and CUSO activities. This position is responsible for a variety of routine and complex legal requests, legal support services, bankruptcy and legal collection activities, and litigation. This position is responsible and accountable for managing legal risk by openly exchanging ideas and opinions, elevating concerns, and following applicable law and WPCU policies and procedures as defined. This position supervises and manages other employee-partners within the Legal Department who provide legal support services.

Represents WPCU’s interests in litigation, transactions, collections, contracts, and other business opportunities. Ensure assigned business units are operating efficiently and reliably are in compliance with applicable laws, regulations, and rules, have appropriate operating controls to mitigate risk, and are performing at a high level.

Provides decision-making guidance to collections and lending staff related to proposed member settlements. Attends court hearings as appropriate and negotiates resolutions for WPCU charge-off recoveries consistent with the best interests of the three-stakeholder model.

Manages legal department’s processing and response to a variety of legal requests, including subpoenas, power of attorney appointments, garnishments, IRS levies, guardianships, settlement accounts, custodial accounts, probate, and other legal matters.

Responsible for WPCU’s bankruptcy administration, legal collection activities, and routine litigation matters, including representation in applicable courts, monitoring and overseeing outside counsel litigation activities, and interacting with members, opposing counsel, bankruptcy trustees, and applicable court personnel.

Assists internal partners in evaluation and development of appropriate consumer banking and business banking policies and practices that conform to legal and regulatory standards.

Identifies, researches, and analyzes relevant federal, state, and local legal requirements impacting credit union and its subsidiaries products, services, and operations.

Provides expert legal advice on laws, regulations and standards that affect consumer and business banking deposits and lending products and services.

Provides management and guidance to legal team partners for matters related to specific area of responsibility. Works with staff to set and achieve objectives and guides and advises partners for individual development.

Assists with business inquiries on legal risk and provide recommendations within the appropriate legal framework.

Proactive surveillance of regulatory changes to the environment and provides interpretation and implementation guidance for regulatory requirements and impacted changes.
