Assistant Vice Chancellor for Research Compliance and IntegrityHiring Pay Scale: $225k-$280kDEPARTMENT OVERVIEWThe Office of Research Compliance and Integrity (RCI) facilitates research, innovation and education for global excellence and is responsible for broad oversight, resources and education for the integrity and compliance issues relating to the conduct of research. RCI has oversight and responsibility for Research Integrity and Misconduct, Conflict of Interest, the Institutional Animal Care and Use Committee Office, Export Control, Dual Use of Research Concern, Facilities Security and monitoring for Foreign Influences, Conflict of Commitment and Conflict of Interest, Good Clinical Practices training, Responsible Conduct of Research training and ClinicalTrials.gov administration as well as general research compliance monitoring and other related matters. RCI is modeled after the core elements of an effective compliance program which includes high level oversight, written policies and procedures, training and education, reporting and communication, monitoring and auditing, corrective action and discipline/enforcement (based on established UC San Diego policies and procedures, State and Federal regulations and referrals to applicable institutional offices).It is our mission to create a diverse, equitable, and inclusive environment for all employees. Our success is defined by the communities we serve and achieved by creating equal opportunity for all.POSITION OVERVIEWThe Assistant Vice Chancellor for Research Compliance and Integrity has independent responsibility for a broad range of activities including research compliance and ethics. Reporting to the Vice Chancellor for Research and Innovation, the AVC-RCI is the UC San Diego point of contact and subject matter expert on a broad range of research-related policy and regulatory issues, including Conflict of Interest, Export Control, Research Misconduct, Animal Care and Use, Dual Use of Research Concern (DURC), facilities security, NIH Good Clinical Practices (GCP), ClinicalTrials.gov, Responsible Conduct of Research, and other areas related to research compliance. The AVC-RCI advises campus leaders on all matters related to Research Compliance and integrity.The AVC-RCI shapes the development and implementation of policies, procedures and guidance on Conflict of Interest, Export Control, Research Misconduct, Animal Care and Use, Dual Use of Research Concern (DURC), facilities security, NIH Good Clinical Practices (GCP), ClinicalTrials.gov, Responsible Conduct of Research and other topics instrumental in ensuring compliance with federal, state, and university regulations related to research compliance and ethics.The AVC-RCI manages and resolves sensitive and complex matters related to research compliance and research integrity. The AVC-RCI serves as a critical liaison with local and federal law enforcement and public safety agencies and federal regulators (for example, ORI, NIH, DOE, FDA, USDA, etc). The AVC-RCI has broad authority and responsibility to assure integration and communication across different VC areas with varying compliance responsibilities, and works closely with campus offices including CECO, HS Office of Compliance and Privacy, Academic Personnel, General Counsel, Environmental Health & Safety, the Office of Human Research Protection Programs, and all academic Vice Chancellors, Schools, and Departments.The AVC-RCI is responsible for management of the day-to-day operations of the office of Research Compliance and Integrity, including supervision of Conflict of Interest, Export Controls, Facilities Security, DURC, IACUC, and Research Integrity and Oversight teams.QUALIFICATIONSAdvanced technical competence in a broad range of research compliance issues. Advanced knowledge of federal and state regulations, and university policies, related to Conflict of Interest, Export Controls, Animal Care and Use, Human Subjects Protections, Research Integrity and Misconduct, and other areas related to research.Advanced legal knowledge in risk management as applied to research.Highly experienced abilities in managing relationships with organization management, researchers, investors, local, state, and federal government agencies.Highly experienced original thinking to enhance effective and efficient development and implementation of organization-wide programs, ensuring compliance with new or changing research regulations.Highly experienced ability to formulate broad range of policy recommendations for organization. Demonstrated leadership ability to develop, lead and implement research compliance activities, develop complex new policies and procedures and administrative plans.Highly experienced proficiency in balancing regulatory compliance requirements against practical needs and limitations. Highly sophisticated skills in strategy development, systems planning and change management.Highly experienced program development and problem solving techniques. Demonstrated advanced analytical skills in researching and analyzing higher education issues in a major research university.Advanced management, interpersonal and communication skills. Strong oral communication, interpersonal and written skills to interact effectively with diverse populations at all levels within and outside UC, including faculty, researchers, administrators, and governmental officials. Ability to achieve consensus within the University on complex issues.Advanced degree in law, public administration or related area and at least five (5) equivalent years of management experience over a unit with broad responsibilities involving regulatory compliance, HIPAA, audit, risk management, conflict of interest, or other related fields, preferably in institutions of higher education and in a research context, or an equivalent combination of education and experience.Demonstrated skill in developing and managing strategic initiatives, formulating policy recommendations, and addressing issues raised in either internal or external reviews, inspections, and/or audits.Exhibits judgment and business acumen necessary to effectively advocate for the campus compliance agenda.Demonstrated effective decision-making, negotiation, and mediation skills.Strong supervisory experience; ability to promote team building and manage multi-functional units. Demonstrated ability to direct and lead teams to conduct audits on complex research compliance issues.Knowledge, understanding, and experience in development and delivery of education and effective training to internal and external clients, including effective presentations to key decision makers.Leadership experience and proven success in directing, leading and guiding compliance review boards and committees with the ability to achieve consensus within the University on complex issues.Proven ability to handle and maintain confidentiality in sensitive investigations for matters related to research compliance and regulatory violations.Ability to establish effective working relationships with staff of the UC San Diego Government and Community Relations Office, Corporate and Foundation Relations, Campus Counsel, Academic Personnel Services, the University of California Washington D.C.
