Description Background Information: Innovative Defense Technologies (IDT), provider of automated software testing, data analysis, and cybersecurity solutions for complex, mission-critical systems in the US Department of Defense (DOD), is seeking an Accounting Manager to be based in our Arlington, Virginia office. Overview: As part of the Accounting team, the Accounting Manager will be responsible for management and oversight of Labor Accounting, Payroll and Accounts Payable. Management of Labor Accounting would include review and processing of timesheets, training employees on timesheet compliance and review for compliance with DOD requirements. Payroll responsibility includes twice monthly processing of payroll in ADP, new employee set up and associated quarterly and annual reporting including payroll taxes. Accounts Payable management includes accurate accounting for vendor invoices, timely payment and annual tax reporting. This position is also responsible for ensuring our accounts payable and payroll staff are following company policies and procedures, ensuring staff members are meeting deliverable timelines, and completing core accounting functions such as monthly, quarterly, and annual reconciliation processes. This role is also responsible for developing and presenting updates, reminders, and training to the greater personnel of IDT. This person will report to the IDT Controller. All applicants must be able to obtain/maintain an active U.S. Security Clearance. Responsibilities Include: Manages workflow to ensure all labor accounting, accounts payables and payroll transactions are processed accurately and timely. Maintain strong internal financial controls to ensure accurate transactional and invoicing processes. Develop and maintain quarterly and monthly account reconciliations, including monthly recording of journal entries. Support audits, reviews, submissions for external agencies, including DCAA, outside CPA firms, and other regulatory agencies. Develop and present technical updates, reminders, and training for company personnel. Review hours reports to ensure appropriate codes are being charged and timekeeping policies and procedures are being followed. Review leave reconciliation reports to ensure leave being recorded and accrued timely and accurately. Oversees reconciliation of payroll prior to transmission and validates confirmation reports. Oversees set up new states as required and coordinate with ADP on current payroll tax requirements and laws. Assist employees with questions regarding any payroll related questions. Perform regular payroll reporting as required including general ledger entries, etc. Review all rate changes, new hire, terminations, and benefit deduction changes through coordination with the HR Benefits team. Create standard and advanced reports in ADP. Oversee filing of company tax filings for accounts payable and payroll processes. Responsible for tracking and forecasting accounts payable payments and forecasting expected cash outflows. Collaborate and support with other functional departments within the organization. Proactively provides communication to employees on payroll relevant topics. Other activities as needed within the accounting team as assigned. Minimum Required Qualifications: Bachelors degree At least 10 years of progressive, relevant labor accounting, accounts payable, and payroll experience, including management experience. Required Skills/Certifications: Experience with FAR based Accounting. Knowledge of payroll processing using ADP Workforce Now Preferred Skills/Certifications: Deltek Costpoint working experience with labor accounting, payroll and accounts payable related entries and reports. Certified Public Accountant Payroll certification as a Certified Payroll Professional Competencies: Excellent verbal and written communication skills Attention to detail with high level of accuracy.
