We do this to ensure that in Maryland, we leave no one behind.GRADE: 16LOCATION OF POSITION: Charles County Department of Social Services, Division of Operations, 200 Kent Avenue, LaPlata, MD 20646Main Purpose of JobThe Administrator I position provides personnel with supervision, resources, and training to ensure that their job obligations are completed properly. The incumbent will develop and mentor employees to fulfill performance objectives and deadlines that are compatible with the Agency's purpose and vision. This position also ensures that workers are placed in positions that will produce the best results for the unit/division (skill sets are well-matched to job functions). The Administrator I also guides, counsels, and disciplines as well as communicates and/or clarifies policies.POSITION DUTIESPlans, organizes and supervises the work of human resource staff.Interprets and applies HR-related laws, regulations, policies and procedures relevant to the State personnel management system.Recommends policy and procedure changes to accomplish goals and objectives, specifically in the areas of Recruitment, Classification and Compensation, Employee/employee relations, and Performance Evaluation Program (PEP) Statistical reporting.Provides quality control services in order to ensure program compliance and accuracy by reviewing case data, contracts, fiscal records, and internal and external surveys, in accordance with appropriate program policy procedures and regulations.Ensures that there is clarity regarding unit goals and metrics; provides periodic reporting for agency-wide distribution.MINIMUM QUALIFICATIONSApplicants must meet all minimum (and selective) qualifications to be considered, and to appear on the list of people eligible for hire. Please read all requirements before applying.Education: Graduation from an accredited high school or possession of a high school equivalency certificate.Experience: Four years of administrative staff or professional work.Notes:Candidates may substitute 30 college credit hours from an accredited college or university for each year up to four years of the required experience.Candidates may substitute the possession of a Bachelor's degree from an accredited college or university for the required experience.Candidates may substitute the possession of a Master's degree from an accredited college or university for the required experience.Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year-for-year basis for the required experience.DESIRED OR PREFERRED QUALIFICATIONSPreference will be given to applicants who possess the following preferred qualification(s). Include clear and specific information on your application regarding your qualifications.One year of human resources experience in the private or public sector.One year of expertise with statistical analysis.One year of experience designing instructional courses.LICENSES, REGISTRATIONS AND CERTIFICATIONSEmployees in this classification may be assigned duties which require the operation of a motor vehicle. Holidays - State employees also celebrate at least twelve (12) holidays per year. Pension - State employees earn credit towards a retirement pension.
