Normal Work Schedule (Other)::

37.5 hour work week. A choice of one of the following approved state government flex-time schedules, Monday - Friday: (8:00 - 4:30); (8:15 - 4:45); (8:30 -5:00); (8:45 - 5:15); or (9:00 - 5:30). This is not a remote position. A hybrid in-office/telecommuting schedule is an option after successful completion of a one-year in-person probationary period, as determined by the employee's probationary review. All telecommuting agreements are at the discretion of the Executive Director. Responsibilities will require some additional working hours, nights, and/or weekends as well as in-state travel to several South Carolina counties. There will also be occasional out-of-state travel for training, professional development, professional affiliation, or service opportunities.

Job Responsibilities

ob Purpose:The South Carolina Arts Commission (SCAC), a state agency dedicated to equitable access to the arts and the cultivation of creativity, seeks an experienced and detail-oriented Grants Manager to manage the department responsible for a multi-million dollar grant allocation program. This position will supervise a staff of two, develop and implement effective policies and procedures, and lead customer service initiatives. The successful candidate will have a strong background in managing systems and can streamline operations and the grant application process for grantees.

Duties and Responsibilities:

GrantsSupervise two grants coordinators, providing guidance, support, ongoing assessment, and mentorship.Develop and implement policies and procedures related to grants allocations.Works with the Deputy Director to develop and administer grants budget in accordance with agency mission, values, and strategic plan.Contribute to agency-wide strategic planning initiatives, providing insights and recommendations related to grant funding.Oversee the agency granting calendar and timeline to ensure timely processing and distribution of funds.Stay well-informed of current and emerging Federal/State/Local policy priorities; maintain understanding of Federal/State grant/contract regulations and procedures.Constituent Experience

Represent agency leadership in interactions with constituents, serving as an authority on grant-related matters.Develop and implement agency-wide training programs on policies, procedures, and best practices in customer service.Proactively address and resolve any concerns or challenges faced by constituents, ensuring a positive and efficient grant application experience.Collaborate with internal stakeholders to identify opportunities for enhancing the overall constituent experience and streamlining processesOther Duties as Assigned

Participates in agency strategic planning.Collaborates closely with other agency programs and departments.Fulfills other duties consistent with supporting agency projects, programs, and events.Knowledge, Experience, Skills, and Abilities:

Exemplary knowledge of technology, with a high level of computer literacy including Microsoft Office Suite, cloud-based database and project management technologies, grants management software (processing & data reporting) internet research, and video conferencing platforms.Demonstrated commitment to providing exceptional customer service and fostering positive relationships with constituents.Experience in arts administration.Experience in applying for grants (from SCAC or other sources).Experience working in diverse capacities with people who represent a broad spectrum of socio-cultural and socio-economic positions.Extensive experience working in grant allocation programs and explaining complex processes to various stakeholders.Experience working in systems-based infrastructures, including developing processing procedures and policies.Experience leading a team of people in an administrative environment.Strong organizational skills and ability to work on multiple projects.Excellent communication skills: ability to interpret and analyze narrative, budget, and statistical information and to convey such information effectively using written, graphic, and oral communication.Ability to accurately process data in complex databases, make data-driven decisions, and use data to communicate programmatic success.Ability to navigate the complexities of a government entity.Ability to establish and maintain positive relationships and communicate in a professional manner with agency executives, staff, board, funders, governmental officials, and the public.Ability to take initiative, manage time, and consistently meet deadlines.Ability to exercise excellent judgment and discretion.Minimum and Additional Requirements

A Bachelor's degree* and three (3) years of experience managing a systems-based department or area (ex: grants department, ticket office, or business branch).Punctuality, regular attendance, and adherence to daily work schedule are essential.Statewide travel, evening, and weekend work is sometimes required, as well as light lifting and long periods of sitting.The employee may be required to operate a state vehicle; must possess and maintain a valid S.C. driver's license.Employment is contingent upon the results of a favorable reference check and a criminal background check, which includes information from the S.C. Law Enforcement Department (SLED).

Preferred Qualifications

A Bachelor's degree* and 5+ years of experience in grants management or a relevant systems-based field. Strong understanding of public grant policies, procedures, and best practices. Professional experience in arts management and programming. Grant Professional Certification through the GPCI (Grant Professionals Certification Institute) or Certified Grants Management Specialist Certification through the NGMA (National Grants Management Association).

An equivalent combination of training and experience may be substituted for the degree.

* Degree must be from an institution of higher learning recognized by the Council for Higher Education Accreditation.
