Job Description:The Database Developer role supports IT applications utilized by HHSC program areas through highly complex development and database management. The role is key in driving IT operations towards enhanced efficiency and effectiveness by devising new ways to improve functionality of existing systems and implementing new solutions. Performs systems analysis and identifies requirements, procedures, and areas to automate processing and/or improve existing systems. Develops, implement, and test solutions to address complex application related items. Works in collaboration with other team members and management, with considerable latitude for the use of initiative and independent judgment.

This position is classified as a fulltime position (40 hours a week). Work outside of regular hours may be required. Travel to other work locations may be required. Performs other duties as assigned.

(40%) Leads the design and implementation of database development procedures to support critical business processes and application functionalities. Develops and maintains applications and tools, ensuring seamless integration with databases and other systems. Coordinates with application development team to ensure needs are met from a data perspective. Participate in the planning, design, administration, operation, monitoring, and maintenance of data development environments.

(25%) Coordinates in the development and execution of enterprise-level strategies and technical direction, including establishing processes and procedures for executing and maintaining technology road maps. Participates in system development activities, analyzes user requirements, and business processes to generate plans for efficient storage and retrieval of data.

(20%) Maintains documentation and coordinates projects that involve cross-functional agency systems and other state entities. This includes planning and scheduling during project development and implementation stages.

(10%) Uses initiative and independent judgement on an on-going basis to identify needs and opportunities in the development of plans to meet application data objectives.

(5%) Other duties as assigned include but are not limited to actively participating and/or serving in a supporting role to meet the agency's obligations for disaster response and/or recovery or Continuity of Operations (COOP) activation. Such participation may require an alternate shift pattern assignment and/or location.

Knowledge Skills Abilities:Knowledge of the principles, practices, and techniques of software development and the full software development life cycle (SDLC).Knowledge of computer operations, systems, and procedures.Knowledge of high-level system design methodologies and techniques such as the entity/relationship model and data/process flow diagrams.Knowledge of relational databases (e.g., Oracle, SQL Server)

Skill in developing PL/SQL scripts.Skill in in C# and .NET programming for application development.Skill in technical analysis and design, including database design and planning.Skill in complex problem solving and critical thinking.Skill in communicating with different stakeholders to identify and gather system requirements.

Ability to design and develop database solutions based on customer requirements.Ability to identify and analyze complex business problems and define user needs.Ability to manage and coordinate multiple activities in different projects.Ability to work independently and to meet deadlines.

Registration or Licensure Requirements:

Initial Selection Criteria:Graduation from a college or university. Major coursework in computer science, computer information systems, management information systems, or a related field is preferred. Related work experience may be substituted on a year-for-year basis.Must have a 4 or more years experience in a combination of .Net and Oracle
