The Budget Analyst IV performs advanced budget preparation and analysis work. Work involves assisting with the planning, organizing, coordinating, and evaluating budgets and performance measures. Under minimal supervision, you will help with the development, implementation, and maintenance of program. You will also work with budget staff on the development and maintenance of Budgets, Legislative Appropriations Request (LAR), Fiscal Notes, Monthly Financial Report (MFR), and the Annual Operating Plans for these programs. You will also participate in preparation and coordination of budget briefings to department and agency stakeholders, key performance measures reporting, and census data management. You will prepare management reports, analyses, and correspondence, and conduct monthly, quarterly, and annual budgetary meetings with various executive level staff.

Essential Job Functions:STRATEGY AND APPROPRIATION BUDGET ANALYSISThe Budget Analyst IV: Helps prepare and develop the annual operating budget process; ensures funding sources are allocated and budgeted correctly; uses Microsoft Excel to prepare budget data for database uploads; maintains operating budgets and analyzes methods of finance; prepares, reviews, and analyzes various financial revenue reports and creates ad hoc charts and reports as required; analyzes trends and variances. (30%)

ORGANIZATIONAL BUDGET ANALYSISThe Budget Analyst IV: Coordinates completion of the legislative appropriation requests (LAR), including compiling and revising draft appropriation requests; analyzes the impact of existing and proposed state and federal legislation on HHSC programs and prepares cost estimates and fiscal notes for proposed legislation using historic expenditure data; answers budget-related questions from state and federal agencies, including the Texas state legislature; assists with developing and monitoring performance measures. (20%)

EXECUTION OF FINANCIAL ACTIONSThe Budget Analyst IV: Confirms availability of requested funds; reviews and completes budget certification forms; ensures appropriate and correct use of funds; helps compile the monthly federal funds report; runs trial balances and/or accesses accounting details using various agency systems like CAPPS and Cognos. (20%)

FINANCIAL POINT OF CONTACTThe Budget Analyst IV is a resource to department staff and provides guidance and technical assistance related to budget. The Budget Analyst IV: Prepares ad hoc reports as required; helps train staff on financial policies and procedures; coordinates budgeting procedures, budget preparation, and budget reporting; helps with budget policy and procedure development. (20%)

OTHER DUTIESThe Budget Analyst IV: Assists management with review of financial reports and analyses prepared by Program Budget Analysts; may participate in agency-wide workgroups to develop and establish financial policies and procedures; performs other financial duties as assigned. (10%)

Flexibility in work hours, including overtime and/or extended hours, may be required for this position.

Skills in written and oral communication, time-management, planning / coordination, and attention to detail.

Ability to monitor and report, to analyze financial data and identify potential problems and develop and present alternative solutions.

Ability to perform complex operations in MS Office such as advanced Excel, Word, Access databases, SharePoint, and internet search engines.

Ability to develop and maintain on-going productive and cooperative professional relationships with internal and external stakeholders, including being able to tailor communication to a wide variety of audiences to achieve desired results.

Registration or Licensure Requirements:

Initial Selection Criteria:Preferred graduate from an accredited four-year college or university with major coursework in accounting, business, or finance is generally preferred. Experience and education may be substituted for one another on a year-for-year basis.

Experience with financial analysis, forecasting, and budgeting.

Experience developing comprehensive reports and producing large data requests.
