The Sr EHS & EOD Manager determines methods and procedures for rendering safe all types of explosive ordnance. Lead teams that neutralize improvised explosive devices (IED). Responsible for identifying and anticipating environmental, health, and safety concerns and hazards, developing and enforcing safety systems, policies, and procedures for the testing facility.Primary Responsibilities:Below are the highest priority responsibilities performed in this position.The statements below are intended to describe the general nature and level of work being performed.They are not intended to be construed as an exhaustive list of all responsibilities, duties, and skills required.EOD:Provides EOD subject matter expertise to locate, identify, and render safe explosive ordnance.Manage explosive inventory; maintain required forms, records, correspondence, and files.Develop detailed step-by-step SOPs (Standard Operating Procedures) to render safe and dispose of specific munitions for processes and training.Accurately record and report all Munition and Munition component accountability and discrepancies to the appropriate authority.Develop specific tests and write test plans; prepare draft manuals; coordinate and resolve publication changes resulting from validation.Safety review for bids and proposals.Safety:Implement and monitor company safety programs and policies to ensure compliance with federal, state, and local environmental, health, and safety regulations.Responsible for the day-to-day environmental health and safety activities including PPE selection, training, regulatory compliance, conducting safety audits and generating reports as required.Interprets safety standard, and enforce adherence to current regulations and advising management on needed actions.Maintain files for customers and audits.Maintains safety equipment inventory, performs periodic safety inspections, records, and escalates anomalies, hazards, and issues for resolution, monitors hazardous waste removal, and consolidates hazardous wastes (e.g., chemical).Enforce corporate safety policies to ensure company and government compliance by conducting inspections, audits, reporting statistics, and counseling employees.Ensures compliance with federal, state, and local regulations as well as NTS safety policy by maintaining a thorough knowledge of existing and new legislation by attending educational workshops, reviewing professional publications, participating in professional societies, and establishing professional networks.Monitors the performance of the Compliance Program and related activities on a continuing basis, taking appropriate steps to improve its effectiveness.This position will be responsible for maintaining Environmental licenses and permits for the facility.Responsible for identifying and anticipating environmental health and safety concerns and hazards, implementing safety systems, policies, and procedures for the testing facility.Interacting with a variety of departments, conducts training in emergency response and hazardous material handling.Train facility management and staff on safety, corporate and local procedures.Provide briefings through public speaking, facilitated trainings, and written guidance.Completes required federal, state, and local government reports relating to safety.Ensures that all requisite reporting, assessments, inspections, and audits are conducted in a timely manner, and all necessary documentation/ files are adequately maintained.Responds to emergencies, incidents and accidents; investigates causes and recommends corrective actions.Minimum Qualifications:EOD:Certification in Explosive Ordnance Disposal (EOD) offered by U.S. government or accredited civilian institution.Advanced EOD Certifications.12 years of experience in working with explosive ordnance disposal.6 years of experience as a military active-duty EOD technician.On-the-job learning/experience in various training environments.Safety:5-7 years of experience as a Safety Officer or Environmental Regulatory Analyst with a record of experience and proven success in environmental certifications/licenses.Preferred Qualifications:Bachelor's Degree in Safety or Environmental Science preferred.15 years of experience in working with explosive ordnance disposal.Military EOD experience and certification preferred.Knowledge and Skills:EOD:Applies broad EOD expertise and knowledge to determine how to properly render safe explosives and determine explosive hazard in case of a no function.Ability to conduct live explosives and pyrotechnic demonstrations.Ability to immediately analyze, predict, and preclude situations to ensure testing and training exercises are conducted in a safe manner.Ability to establish and maintain liaison with personnel at all levels in order to plan and coordinate assigned responsibilities.Highly specialized application of explosive ordnance disposal techniques.Advanced knowledge of job safety and hazard analysis.Working general mechanical knowledge.Smart, tough, quick-thinking, and cool under pressure.Great attention to detail.Excellent organizational and management skills.Excellent communication, interpersonal, and interaction skills.Interest in working with advanced weapons systems.Must be a team player.Safety:Must possess extensive knowledge of federal and state laws regarding safety regulations and OHSA.Must be a high energy self-starter with the ability to work effectively with all levels of the NTS organization as well as State Environmental Agencies.Work schedule flexibility and frequent overtime.Work well with others.Hold the following certifications/Licenses:OSHA 30HAZWOPER 40Industrial EnvironmentNFPA 70EForklift Train the TrainerFirst Aid/AED certWorking with Safety CommitteesAccident InvestigationHazardous CommunicationsFamiliar with Job Hazard Analysis (JSAs)OSHA recordkeeping, OSHA 300, 300A logsLO/TO, Lock Out/Tag OutFall ProtectionEmergency Action PlansPhysical Requirements:While performing the duties of this job, the employee is occasionally required to stand;
