The Air Force Civilian Service (AFCS) is seeking a Full-Time Information Technology (IT) Specialist (Systems Analysis) (GS-2210-12) to serve as a command and control (C2) Systems Specialist at Headquarters (HQ) North American Defense Command (NORAD) and the United States Northern Command (USNORTHCOM), Peterson Space Force Base (SFB), Colorado Springs, Colorado.

Salary: $89,128 – 115,863 based on experience.

In this position, you will serve as a Combatant Command (COCOM) Headquarters level command and control (C2) systems analyst, analyzing, developing and/or evaluating command and control technical, information exchange, systems interoperability interface and administrative issues, and develop recommendations to resolve substantive command and control problems and issues for operations in major command programs.

Must be able to obtain & maintain a Top Secret (TS) Sensitive Compartmented Information (SCI) Security clearance for intelligence-related Special Sensitive information, or involvement in Top Secret Special Access Programs (SAP).

This is a designated Drug Testing Position.

Knowledge of military command and control systems and operations, specifically to integrate and manage C2 or Command, Control, Communications and Intelligence (C3I) systems in an operational environment

HIGHLY DESIRABLE:

Knowledge of the following command and control systems: Defense Messaging System, Defense Red Switch System, Satellite Communications (SATCOM), and Missile Defense Systems.

Knowledge of a wide range of IT principles and systems analysis concepts and techniques, new and emerging information technologies, and security methods and principles.

Knowledge of related qualitative and/or quantitative methods to participate in the assessment and improvement of command level plans and programs for conducting major operations such as war, mobilization, deployment, exercise, rescue, or similar operations.

Knowledge of design tools, methods, and techniques as well as life cycle management concepts, cost benefit analysis, system architecture, integration techniques, and testing methods.

Knowledge of customary approaches, techniques, and requirements appropriate to analyze requirements, develop acquisition strategies, and implement systems enhancements.

Knowledge of evaluating the effectiveness of planning actions related to actual events, and the relationship of the various command entities involved in overall program planning and execution of military operations.

Skill in designing and conducting comprehensive studies and preparing solutions to resolve substantive problems and issues of effectiveness and efficiency of work operations in a major command program.

Ability to plan, organize, and convey recommendations, where proposals involve substantial resources, and require extensive changes in established concepts and procedures.
