JOB SUMMARY

The City of Victoria is currently searching for our next

Code Enforcement Officer I.

The successful candidate will help city operations by learning, interpreting, and enforcing the City of Victoria Ordinances and state statues. This position conducts inspections of properties in the City to determine if code violations exist; handles written and oral communications relative to code violations; implements abatement procedures.

Code Enforcement Officer II$38,835 - $55,310 DOQRequires Basic Code Enforcement certificate, Code Enforcement Officer II certificate and Texas Department of State Health Services registration as a Code Enforcement Officer.

Salary amount offered depends on qualifications. This is a non-exempt position.

PRINCIPAL DUTIES AND RESPONSIBILITIES

Conducts field Inspections and investigations related to weeds, high grass, junk vehicles, litter, unsafe buildings, minimum housing standards, signs, and other development related codes to determine if code violations exist and enforce City and municipal codes.Investigates complaints about code violations; conducts legal research of property ownership, utility, and tax records.Works with public to ensure compliance when violations are found. Responds to inquiries about code enforcement issues. Prepares cases for compliance actions and municipal court prosecution. Presents cases before appropriate Building Standards Commission and testifies in court.Provides oversight and/or project management on contracted code compliance work. Coordinates compliance actions with other departments or agencies as necessary.Prepares and maintains records on code enforcement activities.Prepares correspondence and notifications as required for code enforcement activities.Assist building inspectors and fire marshal with building code type compliance actions.Maintain a safe driving record according to City standards.Maintains continuing education requirements for Code Enforcement Officer's license and adopted City of Victoria ordinances and state statues.Must be able to pass Texas Department of State Health Services background check upon obtaining Code Enforcement Officer's license.Performs duties in a safe and orderly manner, complying with all City and departmental safety rules and policies.Regular attendance at work and arrives on time.Performs all other job-related duties as assigned or as become apparent.PHYSICAL AND ENVIRONMENTAL CONDITIONS

Work is performed both indoors and outdoors throughout the City and requires exposure to various outdoor weather conditions. May be exposed to irate residents, aggressive animals, potentially dangerous tools and machinery, dilapidated and unsanitary conditions, and infectious diseases. May be required to climb ladders, traverse uneven and slippery surfaces, and lift and move objects weighing up to 25 pounds.REQUIRED QUALIFICATIONS

EDUCATION, TRAINING, AND EXPERIENCE GUIDELINESHigh school diploma or GED equivalent required. Prefer a minimum of one year college or technical vocational training (28 semester hours). An equivalent combination of education, training, and experience that meets the position. Must be at least 21 years of age.

Knowledge of:

Applicable local, State, and Federal laws, codes, regulations, and ordinances.General office policies, procedures, and practices.Records maintenance and retention practices and procedures.Customer service principles, practices, and etiquette.Work safety policies, procedures, and practices.Conflict negotiation and management practices and methods.Ability to operate computers, and photographic/ video equipment.Skill in:

Reading and accurately interpreting maps and plats.Performing accurate mathematic calculations.Interpreting and explaining City codes, regulations, and ordinances.Organizing work and setting priorities to meet deadlines.Interacting tactfully and professionally with City staff, outside agencies, and the public.Typing and entering data with speed and accuracy.Maintaining accurate records and filing systems.Preparing clear and concise reports.Communicating effectively both verbally and in writing.Establishing and maintaining effective working relationships.

LICENSE AND CERTIFICATION REQUIREMENTSMust possess a valid State driver's license.Must possess a Texas Department of Licensing and Regulation Certification issued Code Enforcement Officer I certification within 6 months of employment. Code Enforcement certification is employer funded.
