The City of Menifee's Police Department is seeking a qualified professional to join the Code Enforcement team!

The Code Enforcement Officer I position encompasses case management through the goal of voluntary compliance with City codes. Applicants must possess a high level of initiative and political astuteness providing the best customer service to our growing community.

THE POSITION

Under immediate supervision, inspects residential, commercial and industrial properties, and transient businesses to determine compliance with applicable Federal, State and local codes, laws, regulations and ordinances relating to maintenance of properties and structures and business licensing; initiates enforcement action and issues citations and notices; and performs related work as assigned.

SUPERVISION RECEIVED AND EXERCISEDReceives immediate supervision from the Code Enforcement Supervisor and technical and function direction from the Senior Code Enforcement Officer. Incumbents in this class do not exercise supervision.

CLASS CHARACTERISTICSThe Code Enforcement Officer I is the entry-level class in the Code Enforcement Officer series that allows the incumbent to develop journey level knowledge and abilities. Initially, under immediate supervision, incumbents perform the more routine and less complex assignments within an established procedural framework, where there are minimal consequences of error, including a variety of code, law, regulation, and ordinance enforcement. The classification is distinguished from the next higher level classification of Code Enforcement Officer II by the performance of work requiring a lesser degree of code interpretation and judgment.

(Illustrative Only)Management reserves the right to add, modify, change, or rescind the work assignments of different positions and to make reasonable accommodations so that qualified employees can perform the essential functions of the job.Performs the more routine and less complex inspections of residential, commercial, and industrial properties and transient businesses; determines existence and type of code violation; compiles, analyzes, and evaluates findings of investigations and inspections; researches property ownership; coordinates with property owners or their representatives and other regulatory agencies to take corrective action; performs follow-up inspections and investigation as required; ensures compliance with all applicable municipal codes and regulations; issues citations for noncompliance; issues stop work orders and refers them to the proper department if necessary.Learns, interprets, applies and explains applicable municipal codes, zoning ordinances, building codes, vehicle codes, state housing, health and safety codes and other related laws, codes and regulations to the public, departmental staff, and other agencies; advises property owners on the requirements for compliance; explains processes and procedures for obtaining compliance or appropriate permits, including re-inspection on applicable permits and notices until compliance is attained.Maintains clear, concise and comprehensive records and reports related to enforcement activities; maintains daily log of contacts or inspections for code enforcement cases; enters and retrieves information from records systems.Photographs violations; gathers evidence and prepares cases for court proceedings; produces photographs and records of violations for evidence; files criminal complaints in court, when necessary, with supervisor's approval.Responds to questions and concerns from the public, departmental staff, and other agencies; provides information as appropriate and resolves service issues and complaints; cooperates with other agencies.Prepares a variety of reports and correspondence, including notices of violations and follow-up letters; attends various meetings and training seminars; responds to emergency situations as required.Establishes positive working relationships with representatives of community organizations, State/local agencies and associations, City management and staff, and the public.May represent the City in court regarding noncompliance if required.May be exposed to confidential and privileged information during the course of duties, which should be maintained as such.Performs other duties as assigned.Qualifications

A typical way to obtain the required qualifications would be:

High School diploma or equivalent and one (1) year of experience in the enforcement of codes in the areas of building, business licensing, and construction.LICENSES AND CERTIFICATIONS

Possession of, or ability to obtain, a valid California Driver's License by time of appointment.Possession of or ability to obtain a PC 832 and ability to obtain Statewide California Association of Code Enforcement Officials (CACEO) Basic Module certifications within one (1) year of appointment.Possession of ICS and Oleoresin Capsicum spray certification within six (6) months of appointment.Successful completion of Identification of Substandard Residences course by CACEO within six (6) months of appointment.ADDITIONAL REQUIREMENTSMust successfully complete a comprehensive background investigation, including a polygraph examination.Additional Information

PHYSICAL DEMANDS

Must possess mobility to work in a standard office setting and use standard office equipment, including a computer; to operate a motor vehicle and to visit various locations; vision to read printed materials and a computer screen and when making inspections; and hearing and speech to communicate in person, before groups, and over the telephone. Finger dexterity is needed to access, enter, and retrieve data using a computer keyboard or calculator and to operate standard office equipment. Positions in this classification sit, stand, walk on level and slippery surfaces, reach, twist, turn, kneel, bend stoop, squat, crouch, grasp, crawl, and make repetitive hand movement in the performance of daily activities. Employees must possess the ability to lift, carry, push, and pull materials and objects weighing 25 pounds or more is required.

ENVIRONMENTAL ELEMENTSEmployees primarily work in the field and may be exposed to hot and cold temperatures, inclement weather conditions, loud noise levels, vibration, confining workspace, chemicals, mechanical and/or electrical hazards, and hazardous physical substances and fumes. The nature of the work also requires the incumbent to climb ladders, work in heavy vehicle traffic conditions, and often work with constant interruptions. Employees frequently deal with irate members of the public in interpreting and enforcing departmental policies and procedures and City codes.
