An application or resume/CV must be filed for each position which interests you.This position is exempt from Career Service under the CCH Personnel Rules.Job SummaryThe Nursing Director of Staffing & Workforce Management (Director) is responsible for the effective management of nurse scheduling system, staffing resources, and nurse recruitment and retention for Cook County Health (CCH).The Director will oversee staffing initiatives which promote and ensure efficient use of nursing resources throughout CCH. The position will consult with other nurse leaders to improve staffing resources and manage the nursing staffing and scheduling systems. This role will be responsible for managing a flexible, system-wide staffing plan and staffing pool to optimize costs for safe and cost-effective delivery models.In addition, the Director will monitor nursing workforce metrics for efficient management and utilization of nursing staffing resources.General Administrative ResponsibilitiesCollective BargainingReview applicable Collective Bargaining Agreements and consult with Labor Relations to generate management proposalsParticipate in collective bargaining negotiations, caucus discussions and working meetingsDisciplineDocument, recommend and effectuate discipline at all levelsWork closely with labor relations and/or labor counsel to effectuate and enforce applicable Collective Bargaining AgreementsInitiate, authorize and complete disciplinary action pursuant to CCH system rules, policies, procedures and provision of applicable collective bargaining agreementsSupervisionDirect and effectuate CCH management policies and practicesAccess and proficiently navigate CCH records system to obtain and review information necessary to execute provisions of applicable collective bargaining agreementsManagementContribute to the management of CCH staff and CCH’ systemic development and successDiscuss and develop CCH system policies and proceduresConsistently use independent judgment to identify operational staffing issues and needs and perform functions as necessary; hire, transfer, suspend, layoff, recall, promote, discharge, assign, direct or discipline employees pursuant to applicable Collective Bargaining AgreementsWork with Labor Relations to discern past practice when necessaryTypical DutiesManage the system-wide nurse staffing and scheduling programs. Collaborate with CCH Leaders to implement for safe and effective patient careMeet with management to understand staffing model and growth projectionConduct assessments and develop system-wide nursing staffing and scheduling policies, procedures and processes to better manage workflowManage the day-to-day operations of the system-wide float pool, scheduling system, agency utilization, and nurse recruitment activitiesOversee and manage the implementation of nurse agency contracts including agency recruitment, onboarding, utilization, and invoice verificationEvaluate agency market rates and trends; review and adjust CCH rates accordinglyOversee student externship/internship recruitment and onboarding activitiesDevelop and execute reports on staffing and scheduling to effectively optimize operationsManage recruitment and retention data; provide dashboards to Leaders across CCHAssist with the identification, implementation of new programs & services for safe staffingParticipate in the contracting processMonitor staffing metrics to promote efficient utilization of nursing resourcesAnalyze and monitor CCH nursing turnover and review with market benchmarksProvide operational leadership for staffing and scheduling technology systems; work with Hospital Information Systems to discuss strategiesManage competency programs and training for utilization of nurse scheduling systemCollaborate with Human Resources to develop and implement nursing recruitment activitiesIdentify and implement strategies for staff retention based on best practices and feedback from staff and managersCollaborate with leaders to assist with managing nursing employee wellness programs aligned with other CCH initiativesOversee student extern recruitment and onboardingCollaborate with CCH and Nursing Leadership to support the development or revision of nursing job descriptions based on best practicePerform other duties as assignedReporting RelationshipReports to the Executive Director of Nursing, Clinical Operations and WorkforceMinimum QualificationsLicensed as a Registered Professional Nurse in the State of Illinois or ability to obtain Illinois license within two weeks of starting employmentMaster’s Degree in Nursing or related field from an accredited college or universityFive (5) years of Nursing experienceThree (3) years of Nursing administrative experience in staffing operations, project management and/or informaticsThree (3) years of supervisory and/or management experiencePreferred QualificationsMaster’s Degree or higher in Nursing or related field from an accredited college or universityTwo (2) years of experience utilizing nursing technology systems to enhance operationsPrevious experience working with organized laborPrevious experience with process improvement/Lean Six SigmaKnowledge, Skills, Abilities and Other CharacteristicsDemonstrate attention to detail, accuracy and precisionDemonstrate competence in coaching and mentoring for leadership development of direct reportsPhysical and Environmental DemandsThis position is functioning within a healthcare environment. The incumbent is responsible for adherence to all hospital and department specific safety requirements.
