DutiesMajor Duties and Responsibilities:

Deliver fully accredited IT systems on time and on budget that meet the requirements of our partners and advance the resource and financial management capabilities of the IC.

Lead and manage a professional staff in successfully defining and managing complex programs and projects that may include ill-defined requirements, ambiguity, parallel tasks, multiple dependencies, high risks, and multiple interfaces; ensure timelines, costs, deliverables, and outcomes are achieved according to approved plans.

Provide expert direction and guidance to staff ensuring that IT systems that are developed, deployed, operated, implemented, and supported in a manner consistent with applicable policies and procedures.

Lead, cultivate, and maintain productive working relationships with external partners and stakeholders including, but not limited to, the USG resource and financial management communities, acquisition stakeholders, CIO partners, and legislative oversight.

Manage the administration of resource allocations, expenditures, and budget processes to ensure adherence with mission objectives and provide innovative solutions regarding resource inequities.

Lead competitions and contract renewal from beginning to end; work closely with mission customers, organizational management, and the Contracting Officer to establish new objectives, develop requirements, and establish schedules.

Perform personnel management responsibilities with a focus on building a high-performance workforce; promote team building and a collaborative work environment; ensure goals and performance objectives are understood; assess performance and provide timely feedback, recognition, and remediation.

RequirementsConditions of Employment

Must be a U.S. Citizen residing in the United States

Appointment is subject to a suitability or fitness determination, as determined by a completed background investigation.

Must be able to obtain and maintain a Top Secret security clearance based on an SBI with eligibility for sensitive compartmented information (SCI)

Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration.

A two-year trial period is required for all new permanent appointments to the ODNI.

Qualifications

Mandatory Requirements:

Experience as a leader of organizational change who has brought disparate teams together and achieved a common goal.

Superior knowledge of the Federal Government, IC, or ODNI budgetary process, personnel regulations, contract regulations, and resource allocation policies and procedures.

Expert knowledge of the ODNI's or the IC's information technology infrastructure including operating systems, major application systems, and network architecture.

Expert knowledge of the ODNI's or the IC's information technology security environment, business requirements, and risks.

Superior program management, analytical, and critical thinking skills, including the superior ability to think strategically, identify needs and requirements, develop recommendations, and evaluate outcomes against goals and objectives.

Superior ability to balance responsibilities among project activities; ability to manage transitions effectively from task to task, adapting to varying customer needs.

Excellent oral and written communication skills, including the ability to exert influence with senior leadership and communicate effectively with people at all staff levels, both internal and external to the organization.

Experience working with senior official counterparts from other organizations to find and advance common goals.

Desired Requirements:

Advanced (Level III) CIA, PMI, or Defense Acquisition University Program Management Certification or Senior-Level FAC-P/Program Management Certification.

Certified Agile Project Management Certification.

Familiarity with the CI and Security community and associated IT system needs.

Eight or more years of IT/software development program management experience.

EducationBachelor's Degree

Job Interview Travel:

Candidates from outside the Washington, D.C., area may be selected for a telephone, teleconference, or in-person interview.

Salary Determination:

The ODNI uses a rank-in-person system in which rank is attached to GS employees on the basis of individual qualifications, experience, and performance.

Individuals whose current GS grade is equivalent to the grade of the advertised position will retain their current grade and step.

Individuals who transfer to the ODNI from a non-GS pay scale will have base pay converted to the appropriate GS grade and step as determined by the Director/ Human Resource Management.

On occasional instances when a current federal civilian employee applies for an ODNI position that is a lower grade than his or her personal grade, the candidate's personal grade will be downgraded to the grade of the advertised ODNI position and pay will be set at the step that is closest to but not less than the employee's current annual base rate of pay, not to exceed the maximum rate (i.e., step 10) of the GS grade to which assigned.

Relocation Expenses:

For new ODNI employees, reimbursement for relocation is discretionary based on availability of funds.
