Job Description Summary

DEFINITION

Under general supervision of the assigned Information Technology administrator, the Information Systems Analyst is responsible for process review, systems design, development, implementation, and support of applications including Enterprise Resource Planning (ERP) and web systems. The Information Systems Analyst provides direct technical support of district technical processes. The Information Systems Analyst is responsible for implementation and maintenance of documentation, programming standards, information security, and reporting processes.

DISTINGUISHING CHARACTERISTICS

The Information Systems Analyst provides a leadership role during analysis, implementation, development and support of information systems. The incumbent frequently interacts with District employees, and must be able to work independently or as a member of a team.

Incumbents in this position support the Guided Pathways framework, student learning outcomes and institutional effectiveness by designing and maintaining modern and secure information systems which support the business of the district.

ESSENTIAL FUNCTIONSDevelop, extend, modify, test, integrate and debug applications for District's information systems and web services;Responsible for support and integration of various applications related to the District ERP system;Prepare, submit, and resolve discrepancies for reports such as state Management Information System (MIS);Review, define, and resolve information system issues with particular emphasis on the project assigned; identify programming problems; develop effective resolutions;Provide direct technical support for user department processes;Perform testing of processes, system updates, and applications;Research new technologies and make recommendations for implementation by the district;Design, deploy, automate, manage, and maintain scalable and distributed systems;Work with assigned departments to analyze business processes and implement technology solutions to improve information and workflow;Serve as technical lead on major projects; lead project technical team for design and coding;Ensure projects are completed according to District policy, procedures, standards, and practices;Support, upgrade, and install software applications;Create user accounts, monitor access, and maintain system security;Assist in updating policies, procedures, standards and practices to ensure information security;Investigate and correct technical issues;Establish and maintain cooperative working relationships;Analyze procedures and integrate new programs with existing systems;Develop and update project schedules; andPerform other related duties as required.QUALIFICATIONS

Education:

Required

Associate's degree or equivalent.Preferred

Bachelor's degree.Experience:

Required

Two years of business process design, systems integration, web development or programming experience in a multi-user environment.Or any equivalent combination of education and experience.

Knowledge of:

Software application design, coding and testing techniques;Integrated Enterprise Resource Planning systems (ERP);Programming languages;Data exchange formats and protocols;Web technology and languages;Version control software;Database and database tools;Operating system tools;Reporting tools;Community college regulations and processes (Title IV, Education Code, CA Title 5, etc.);Current technologies, personal computer, and associated office software such as word processing, spreadsheet, presentation, and/or database software;Correct usage of English, grammar, spelling, punctuation, and vocabulary; andDistrict policies and procedures.Ability to:

Establish and maintain cooperative working relationships with those contacted in the performance of duties;Quickly learn new technologies and programming languages; andDemonstrate a sensitivity to and understanding of the diverse academic, socioeconomic, cultural, disability, gender identity, sexual orientation, and ethnic backgrounds of community college students.Physical ability to:

Read and comprehend printed matter and text and data on computer monitors;Communicate intelligibly and effectively via speech, telephone, written correspondence, and/or email;Sit or stand for extended periods of time;Lift and/or carry 25 pounds; andExert manual dexterity sufficient for keyboard and other office equipment operation.License and Certificates:

SALARY SCHEDULEBelow is the full salary schedule range for this position, steps A through E. Per Cuesta College's bargaining agreement, new employees are placed at Steps A through C, which is the anticipated hiring range also listed below. Employees who work half-time or more are entitled to receive fringe benefits. The fringe allocation is money from the District to help cover the cost of insurance. Employees working half-time or more are eligible to participate in the District's medical, dental and vision insurance.

Employees with a work assignment of 50% to 74% of full time will receive one-half of the above stated fringe allocation.

If your insurance rate exceeds your fringe allocation, the balance will be deducted from your monthly payroll check. If the insurance plans selected cost less than the fringe allocation, any excess amount will be returned to the District. For more information about how fringe benefits are determined please refer to the collective bargaining agreement between SLO Community College District and Cuesta College Classified United Employees (CCCUE) or the Board of Trustees policy regarding management employees.
