Job Duties

The Virginia Department of Transportation (VDOT) is excited to offer and announce a competitive opportunity to serve as an IT Project Manager in our Central Office's Information Technology Division.

The selected candidate will serve as technical and project lead to analyze, develop, design, monitor and maintain integrated systems for designated customers.

Additional responsibilities of this role include but are not limited to:

Compliance:

Comply with VDOT and IT policies, standards and guidelines. Ensure all projects are in compliance with VDOT and COV policies, procedures and guidelines.

Documentation and Reporting:

Provide status reports on project plans, timelines, schedules and progress updates. Participate in strategic planning for systems. Prepare documentation. Develop and update user manuals. Prepare materials and conduct user training.

Systems Development:

Work with customers to analyze projects and define requirements. Provide analysis, design and implementation for complex computer systems development. Prepare cost and benefit analyses, project estimates, conceptual plans and timelines for systems development. Develop and participate in system testing. Prepare program and system documentation. Provide system and user support.

Project Lead:

Serve as Project Lead for initiatives and projects related to assigned technology area. Coordinate work of team members, and provide guidance, advice and technical assistance.

Policies and Procedures:

Develop policies, guidelines and standard operating procedures related to assigned technology program area. Document best practices, and review and update policies and guidelines as changes occur.

Project Collaboration:

Collaborate with other section team members on projects and programs and participate on project teams. Share knowledge with other team members and encourage their participation.

Project Support:

Support development and maintenance of projects; maintain and resolve issues for existing projects and systems. Develop and support new projects. Serve as a senior technical resource.

Strategic Management:

Work with peers and subordinates to define strategic direction for assigned technology program. Evaluate tools and prioritize work efforts with stakeholders from ITD and business units.

System Design Lead:

Serve as functional and technical lead designer for new systems and the modification or maintenance of existing systems. Communicate with users to obtain functional and system requirements. Obtain user input in pre-development and production life cycle of new systems. Lead and participate in meetings and give presentations.

Minimum Qualifications

Ability to interact effectively with customers and project team members.Skill in the use of computers and systems applications development software, RTF, ODBC, SQL, and other tools for systems design and development.Ability to analyze and translate requirements into system specifications.Knowledge of project management tools, methods and practices.Ability to analyze, design, develop, troubleshoot and implement technology solutions.Ability to communicate effectively orally and in writing.Ability to program and create custom reports using IT application standard tools.Knowledge of data modeling, interface management applications and tools.Additional Considerations

A combination of training, experience, or education in Computer Science, Information Systems, Engineering, Business Administration or related field desired.PMP certification.Experience working for Project Management Office (PMO).Progressively responsible experience with system analysis, design, development, testing and troubleshooting.Ability to analyze and resolve complex business problems.Knowledge of information technology concepts and trends, application development and associated trends.Skill in short- and long-range planning.Ability to gather and analyze complex data and prepare reports.Ability to develop, promote, and implement strategic and tactical initiatives to support the business of VDOT.Skill in the use of computers and software applications including Microsoft Project and MS Office Suite.Skill in researching best practices and applying them to VDOT's guidelines and policies.Ability to supervise, plan, and schedule the work of a professional staff and coordinate large initiatives.Ability to develop, interpret, apply, and make changes to policies and procedures.Ability to partner with internal and external business customers and service providers to promote VDOT business and technology goals.Comprehensive knowledge of project management methodologies.

VDOT is an emergency operation agency. Positions physically working within district boundaries, including those that administratively report to Central Office, may be assigned to emergency response duties at the discretion of the District Engineer or Administrator.
