Job Duties

The Department of Elections promotes and supports accurate, fair, open and secure elections for the citizens of the Commonwealth. ELECT ensures the proper administration of election laws, campaign finance disclosure compliance, and voter registration processes in the state by promulgating rules, regulations, issuing instructions, and providing information to local Electoral Boards and general registrars.

The Department of Elections envisions a highly modern, efficient and professional electoral process that is trustworthy and accountable at all levels and engages Virginia's diverse citizenry in the most fundamental right in a democratic society: the right to vote.

As part of the Enterprise Project Management Office (EPMO), to provide project management expertise in the successful delivery of enterprise level initiatives and projects. To manage the initiation, planning, executing, monitoring/controlling, and closing of projects to ensure alignment with ELECT's strategic plan and business objectives. To apply project management best practices in the following areas:•Scope Management•Communication Management and Reporting•Procurement and Supplier Management•Human Resource Management•Cost Management•Integration Management•Time/Schedule Management•Risk Management•Quality Management

To foster a collaborative culture across divisions and functional areas. To participate in and support the EPMO's continuous process improvement effort in the areas of project, program, and portfolio management, including the development of policies, processes, and procedures. To ensure compliance with all Commonwealth of Virginia (COV), ELECT, and Virginia Information Technologies Agency (VITA) policies and procedures.

Minimum Qualifications•Experience managing and delivering projects.•Experience with traditional waterfall and agile delivery methodologies.•Experience working with stakeholders to identify and document needs.•Experience scheduling and tracking project timelines, milestones, and deliverables.•Experience with issue resolution and risk mitigation within an information technology project environment.•Ability to proactively assess resource needs and organizational capacity; to coordinate with resource managers and other project managers in performing enterprise level resource allocation.•Ability to create professional written project deliverables.•Ability to provide information analysis proactively and interactively with business staff.•Ability to liaise with the Virginia Information Technologies Agency (VITA) and the Office of the Attorney General (OAG).•Ability to support procurement specialists with contract administration responsibilities.•Possess good organizational and communication skills.•Be a team player.•Excellent people and management skills to interact with leadership, staff, colleagues, cross-functional teams, and third parties.•Strong leadership skills and ability to articulate business vision and requirements to cross-discipline team.•Have business awareness and be willing to learn about new developments.•Experience collaborating with information technology professionals throughout the Systems Development Life Cycle (SDLC).•Experience facilitating cross functional discussions and gaining consensus.•Experience with project management tools such as Jira, Confluence, Planview, MS Project.•Proficient in Microsoft Excel, Word, PowerPoint, Visio, Gmail, Google Sheets, GSuite.•Understanding of the procurement process and contract administration activities.•Project Management Professional (PMP) Certification or successful completion of the VITA Project Manager Development Program within 1 year of the start date.

Additional Considerations•Experience leading organizational change within the public sector.•Experience with Commonwealth of Virginia (COV) and/or Virginia Information Technologies Agency (VITA) policies, procedures, and project management tools.
