Level II eVA Business Support Analyst - P0171Job no: 5026960 Work type: Full-Time (Salaried) Location: Richmond (City), Virginia Categories: ProcurementTitle: Level II eVA Business Support Analyst - P0171State Role Title: Procurement Manager IIHiring Range: $57,000 - $65,000Pay Band: 5Agency: Department of General ServicesLocation: Patrick Henry BuildingAgency Website: Jobs@DGS.VIRGINIA.GOVRecruitment Type: State Employee Only - EJob DutiesThe DPS Level II eVA Business Support Analyst is part of the eVA Business and Billing Customer Care Team and is responsible for the accurate and timely accounting, invoicing, and collection of eVA fees. eVA is the Commonwealth's Electronic Procurement Program and provides web-enabled electronic purchasing tools that are used by state agencies, other public bodies, and suppliers. These tools support requisitioning, ordering, and receiving activities of end users and professional buyers, as well as the solicitation, submission, and evaluation of electronic bids and proposals. eVA supports suppliers by providing a single web portal where they can register to do business with the Commonwealth, identify and respond to business opportunities, and access current and historical purchasing data. eVA also provides tools that support effective management of purchasing resources, leveraging of the Commonwealth's buying power, and top-to-bottom fiscal responsibility and accountability. eVA is funded by revenue generated from eVA order transaction fees. eVA transaction fees are invoiced to suppliers, state agencies, and/or other public bodies based on criteria specified in the eVA Business Plan, the Agency Procurement and Surplus Property Manual, and other written agreements. This positions will be located in Richmond, Virginia and must report on-site. DGS is a qualifying employer for the Public Student Loan Forgiveness Program.Minimum Qualifications•Advanced skills with office automation products such as Microsoft Office Suite (Word, EXCEL, Outlook, and web browsers).•Strong data analysis skills relating to collection and billing account management.•Ability to interpret and understand impacts of procurement policy and procedures to system functions. •Excellent customer service skills and experience with conflict management and handling difficult escalated customer situations. •Skilled in multi-tasking and strong organizational skills; monitoring, assigning, and addressing customer inquiries while balancing priorities of other assigned workloads. •Excellent communication skills resulting in positive, helpful oral and written communications with user agencies, vendors and fellow employees. •Ability to function independently. •Strong and demonstrated interpersonal skills and problem-solving abilities. •Basic knowledge of accounting and billing procedures.•Experience in managing customer accounts and providing customer care in a billing, delinquent accounts or a collections environment.•Experience documenting user or system issues and escalating to appropriate support manager.Additional Considerations•Experience in procurement, standard business practices and contract law. •VCA•Experience operating the Virginia Procurement system eVA.Special InstructionsYou will be provided a confirmation of receipt when your application and/or résumé is submitted successfully.
