The employee in this position currently has the opportunity to work from home as much as 90% of the time. There is a requirement that the employee be in the office at least once every two weeks and the remote work location must be in the State of Maine.

ABOUT THE JOB DETAILS:

The Systems Analyst will play a key role in communication and facilitation between Program Partners, Vendors and the Office of Information Technology in a vendor management capacity. This position will support applications ranging in size from client-based systems to enterprise-wide data management systems. This position will also support our internal Development Teams with process documentation.

This is technical services work involving the implementation, analysis, enhancement, and maintenance of a variety of diverse enterprise-wide application systems. This position is primarily responsible for the oversight of vendor managed applications. Vendor managed applications are those that are primarily supported by an external vendor. The role of this position is to work with the state program and the vendor to ensure compliance with IT policies as defined in the vendor contract. Working with internal resources, this position will also facilitate the delivery of documentation necessary to show compliance with IT policies. In this role you will be tasked to hold vendors accountable to the security and accessibility requirements as well as the policies and procedures defined by the State of Maine. An important aspect of this work is the application of system analysis skills to formulate and/or evaluate solutions to complex business problems using automation technology and process improvement. You will frequently partner with technical staff and end-users to test and refine your/their work. Work is performed under limited supervision. This position is located in Augusta.

Oversight/management of the vendor software development life cycle as well as the project development cycleManagement of vendor compliance with IT contractsAiding with operations by identifying technical risks of a change to the application systemFacilitating technical issue resolution with multiple groupsAnalyzing business problems and operations in depth, considering limitations imposed by current automation environment, time requirements, personnel/financial resources, and desired results to develop functional requirements for a proposed system including cost and time estimates for subsequent phases.Studying and evaluating business problems and operations to produce feasibility, scope and objective, and cost benefit reportsUtilizing a ticketing system for tracking incidents and monitoring for resolutionPreparing/evaluating documents of understanding, automation system design plans, and detailed specifications to identify system design requirements including cost and time estimates for subsequent phases and facilitate the development and implementation of automation systems.Coordinating with business partners and vendors to implement enterprise-wide systemsCommunicating clearly and effectively at various levelsWorking closely with all functional areas of an IT organizationManaging and coordinating small projects that involve multiple stakeholdersLeading and participating in system walk-throughsManaging tasks in JIRA (or a similar tool) to facilitate releases and deploymentsDeveloping productive business relationships with vendors and agency leadersThe preferred candidate will have demonstrated ability to define and resolve complex technical problems independently; and the ability to effectively communicate orally and in writing to both technical and non-technical audiences. Experience with managing vendor supported applications and vendor relationships. Experience with designing, conducting and evaluating system tests is desired. Experience with application support and development in a team environment is required. Experience with RFP's and Contracts is a plus. The selected candidate will be required to pass the required background checks as a condition of employment.

MINIMUM QUALIFICATIONS

A four (4) year combination of higher level programming and or systems analysis and design experience.A Masters Degree from an accredited educational institution in Computer Science may be substituted for two (2) years of programming experience.The selected candidate will be required to pass the required background checks (fingerprinting may be required) as a condition of employment.
