This is advanced technical services work involving the design, development, and implementation of diverse GIS data products and web-based applications in support of the Maine Library of Geographic Information mission. Responsibilities include collaborating with the Maine GeoLibrary Board's Executive Director in governing data collected for the Maine GeoLibrary funded programs. You will act as the point of contact, GIS subject matter expert, and technologist for deploying data access and GIS services using the State's systems to enable both agency and public users of the Maine GeoLibrary. Tasks will involve GIS technical support, digital analysis of spatial content, requirements validation, and publication of content.

You will work with a dedicated team of GIS professionals and key GIS stakeholders across state and local government as you enable their missions providing GIS data to the people of Maine. This position is a hybrid remote/onsite position. The onsite location is in Augusta, Maine.

Your primary responsibility will be working to leverage our Enterprise GIS offerings in support of the Maine GeoLibrary content program accessed through data services via the GeoLibrary web site. This includes awareness of the State's GIS systems; working with the rest of the MEGIS team on project plans; designing and developing GIS/Spatial solutions in support of complex teams.

Sample tasks include:

Manage or develop data models for Statewide geospatial contentImplement scripts and GIS tools to support GeoLibrary day-by-day activities in the Maine GIS environment.Work with the MEGIS Systems Group Manager to develop or deploy new/emerging GIS technologies to as directed.Deploy geographic information components, data services and applications within the State's secure infrastructure to meet industry and department standards in accordance with MaineIT governance policies.Be an active member of the MEGIS team that administers our enterprise GIS and SQL based Esri geodatabases.Function as a Librarian in support of the public use of the GeoLibrary.Support the Maine GeoLibrary Board in outreach efforts and data collection planning.Employees in this classification are competent to work at the highest technical level under limited supervision.

MINIMUM QUALIFICATIONS

A four (4) year combination of higher level programming and or systems analysis and design experience. A Masters Degree from an accredited educational institution in Computer Science may be substituted for two (2) years of programming experience.A successful candidate must have the following knowledge and skills:

Use of ArcGIS in a Microsoft Windows based environment.Strong written and verbal communications.Experience managing geographic content in an Esri multi-user environment.Able to provide technical support for other users of GIS applications.Preference will be given to candidates who display a high-level skill set in the following areas:

Use of ArcGIS Enterprise in a Windows server environmentPublisher level experience with ArcGIS Online and Esri hosted web-based applications.Thorough knowledge of the use of ArcGIS Server and ArcGIS Pro to publish REST and other services for use in ArcGIS Enterprise.Prior work supporting aerial data collection projects using various piloted platforms.Prior experience using GIS in a collaboration across multiple organizations.The selected candidate will be required to pass the required background checks (fingerprinting may be required) as a condition of employment.
