SUMMARY

Under general supervision, the Public Works GIS Specialist supports the design, development, implementation, and maintenance of the Public Works Geographic Information System (GIS) within the Surveying and Mapping Division. This role involves working with various file types, updating and transferring geographical data, and preparing maps, programs, sketches, and related graphical media. The Specialist ensures the GIS and IPS systems are accurate, reliable, and comprehensive. This position is more complex in nature than other lower-level GIS roles and reports directly to the County Surveyor.

In the event of a natural or man-made disaster that may threaten the area, the employee will be required to perform emergency duties as directed.

ESSENTIAL DUTIES AND RESPONSIBILITIES / KNOWLEDGE, SKILLS AND ABILITIES

Collects, post processes, and uploads GNSS data into Public Works GIS system.

Converts various forms of data in updating and maintaining geographical data.

Performs extensive research to obtain the most reliable and current data available for updating GIS and IPS databases.

Creates custom maps and exhibits for various Public Works divisions.

Assists with end user training on the entire suite of ArcGIS products as applicable to the Public Works department.

Assists in preparation of project plans and specifications for various projects.

Prepares drawings, sketches, graphs, and charts.

Prepares specialized maps in paper format along with presentation quality graphics for electronic presentations.

Implements and maintains consistent standard drawing methods and surveying or engineering drawing standards.

Analyzes and documents problems, recommends solutions, initiates corrective action and follow-up problem resolution.

Fulfills data requests and inquiries from various customers (public and private).

Incorporate record surveys (as-built) into GIS and IPS databases by method of geo-referencing and hyper-linking drawings to Public Works features.

Maintains and continually upgrades knowledge of GIS functionality, principles, and practices.

Stays abreast of new trends and innovations in the field of GIS, database design, and related hardware and software.

KNOWLEDGE, SKILLS AND ABILITIES:

Comprehensive knowledge of and proficiency in computers with emphasis on microcomputers, minicomputers, graphic workstations, and CAD/CAM technology such as digitizers and plotters.

Comprehensive knowledge of CAD technology, GIS PC and ESRI ARCGIS Pro and Auto CAD including recommended documentation procedures.

Knowledge of mobile device technologies such as tablets, laptops, etc.

Knowledge of ORACLE databases is desirable, including recommended documentation procedures.

Knowledge of programming languages such as SQL and Python is desirable.

Comprehensive knowledge of map datum and geographic projection systems.

Ability to communicate effectively orally and in writing, maintain good working relationships, exercise initiative and sound judgment and take the lead in coordinating and organizing end user activities.

Proficient with ESRI ArcGIS Software.

Ability to apply principles and practices of technology and drafting.

Ability to read record drawings, maps, legal descriptions, and plats.

Ability to analyze technical material and documentation.

Ability to provide direction and mentor subordinate Public Works GIS Technician(s) in GIS and IPS office and field projects.

EDUCATION AND EXPERIENCE

Must possess Bachelor's Degree GIS, Geography, Information System Management, Geomatics, or a closely related field and one (1) year experience in GIS application support in a Public Works services environment.

Additional qualifying education and/or experience which provide the necessary knowledge, skills and abilities may be substituted one for the other on a year for year basis.

Must possess a valid Florida Driver's License
