The City of Newberry is seeking a professional, highly motivated, and detail-oriented

GIS Utility Planning Technical Analyst

to join our Community Development and Utilities/Public Works team. This position is vital in implementing and enhancing Geographic Information Systems (GIS) data, applications, and processes that support the Community Development and Utilities/Public Works Departments. You will maintain GIS data and metadata, prepare maps, perform quality assurance, and assist in creating specifications for new GIS data/applications/processes. Your work will be reviewed through oral and written methods by the Community Development Director and Assistant Utilities and Public Works Director.

Essential Job Functions:

Proficiently utilize Geographic Information Systems (GIS) software (ArcGIS) to maintain GIS layers, perform analysis, and develop GIS projects.Collect data in the field using GPS devices; verify and post-process results.Prepare and produce maps using ArcGIS software, collecting and maintaining City information from various sources for data and graphic presentation.Operate motor vehicles as needed to conduct field tests, inspections, and investigations related to utility locations, land use, and zoning.Assist in the preparation and maintenance of street system maps, utility maps, zoning, and comprehensive plan maps and databases.Provide technical graphics and mapping expertise to City staff and the public.Coordinate GIS projects with other City departments and local governments.Interpret surveys, legal descriptions, deeds, and right-of-way maps.Essential Duties and Responsibilities:*This section of the job description is not intended to be a comprehensive list of duties and responsibilities of the position. Specific Functions within Community Development:

Maintain the City GIS database and ensure real-time accuracy of shape and line files.Prepare maps for presentations and staff reports.Assist the public with parcel inquiries related to future land use and zoning.Compile and analyze current data for the comprehensive plan.Attend public meetings during both day and evening hours.Familiarize with the Newberry Comprehensive Plan and Land Development Regulations to assist the public effectively.Manage the annual Census Boundary and Annexation Survey.Review site plans, building permit applications, and related materials for adherence to zoning ordinances.Specific Functions within Utilities and Public Works:

Assist with public records requests related to utility availability.Prepare maps for grant applications, grant compliance reports, CIP budget submissions, and capital project bid packages.Utilize as-built civil engineering drawings to update GIS utility layers.Verify field information and update relevant City departments on necessary corrections.Prepare reports, forms, and memos documenting work and resolving issues.Coordinates mapping continuity/accuracy between Fire Department data base mapping, SCADA mapping, AMI service/outage mapping systems.Preferred Skills and Knowledge:

Proficiency in computer use for database management, word processing, and maintaining records.Ability to read and interpret utility maps, as-built civil engineering drawings, and zoning codes.Knowledge of City zoning ordinances, the Comprehensive Plan, and mapping methods.Strong problem-solving, analytical, and communication skills.Ability to work independently, manage multiple projects, and maintain effective working relationships with diverse stakeholders.Qualifications:

A degree or ongoing studies in Planning, Public Administration, Environmental Sciences, Geography, Engineering, or a related field.At least 3 years of relevant experience, or an equivalent combination of education and experience.Advanced experience with or certification in Geographic Information Systems.A valid Florida driver's license is required.Physical Requirements/Working & Environmental Conditions:

Work is primarily performed outdoors in various weather conditions and terrains. This position is onsite.Exposure to environmental changes, physical risks, and potential hazards, requiring the use of Personal Protective Equipment (PPE).Physical activities include sitting, standing, walking, bending, climbing, lifting up to 50 pounds, and performing fine manipulation.Reasonable accommodations may be made to enable individuals with disabilities to perform the essential functions.
