GoldenWolf is seeking a skilled
Energy Program Subject Matter Expert (SME)
to provide full-time, on-site support as part of the Defense Health Agency Headquarters' Engineering Operations team in San Antonio, TX. This role involves comprehensive energy management and support across various projects, ensuring compliance with codes, standards, and mandates while aiming to enhance energy and water efficiency.
Key Responsibilities:
Provide energy manager and energy program support, including the evaluation and implementation of energy and water programs, ASHRAE Level 2 audits, LCCA/ROI calculations, and development of feasible recommendations.Conduct energy and water benchmarking evaluations and support metering-BAS/DDC/FRCS, troubleshooting connectivity issues, and determining the root cause of metering issues.Support the design, operation, and maintenance of emerging technologies and typical energy conservation and resilience systems such as renewable energy and combined heat and power.Perform utility analysis, identifying anomalies, diagnosing utility problems, and investigating energy and water operations and maintenance issues to recommend low-cost/no-cost improvements.Engage with host installations to validate utility reimbursement agreements and ensure alignment with DHA utility costs.Provide support for new construction and facility renovations, reviewing designs to incorporate energy and water-saving features.Conduct energy and water awareness campaigns and training sessions.Requirements
Education and Experience:
Bachelor's degree in Mechanical or Electrical Engineering.Must be a Certified Energy Manager (CEM) or have 8 years of experience in energy related projects.Demonstrate minimum of five (5) years practical experience in the healthcare and energy engineering field. Practical experience is defined has having the direct responsibility for the execution of operation, maintenance, repair, and management of mechanical and/or electrical physical plant infrastructure systems supporting institutional, industrial, or medical healthcare campuses. This practical experience must be recent, within the past six (6) months and span over the preceding three (3) out of the last four (4) years.Knowledge, Skills, and Abilities:
Multifaceted expert level skills and extensive practical experience in the energy, utilities, mechanical and electrical trade disciplines necessary to accurately analyze plans, data, designs, operations and maintenance practices and the management thereof.Possess thorough understanding of load profile data presentation and manipulation, energy audits and energy project development.Proven experience in providing technical resources and management of energy related services; a working knowledge in various energy estimating software packages such as but not limited to Trane Trace, DOE II, and other simulation software.Have a working knowledge in documenting and monitoring maintenance procedures utilizing software such as DMLSS.Knowledge in the use of bin, heating degree-days, and other simplified methods of energy calculations.Familiarity with all Executive Orders, DSM, utility privatization, and other legislations and regulations related to energy programs, an understanding of Measurement and Verification protocols.Proficient in the use of the Microsoft Offices suite for the analysis of energy usage data and the development of presentations of findings and proposals for cost-effective solutions.Experience in providing subject matter expertise on all aspects of an energy project total life cycle management and provide in-depth technical engineering support.Understand energy reporting, a thorough understanding of potential utility rates that may be encountered at each site, DOE's measurement and verification protocols, the International Measurement and Verification Protocols, and ASHRAE's measurement and verification procedures.Current Registered Professional Engineering License in the field of mechanical or electrical engineering.Have the experience to be considered a subject matter expert in all aspects of an energy project total life cycle management and provide in depth technical energy and water engineering support.Salary:
