CLASSIFICATION SPECIFICATION

CLASSIFICATION TITLE: NETWORK ADMINISTRATOR II

PURPOSE OF CLASSIFICATION

The purpose of this classification is to design, implement and administer the City's local and wide area networks and maintain related network components, operations, and services, including e-mail, internet connectivity, anti-virus defense, and network security.

ESSENTIAL FUNCTIONS

The following duties are normal for this position. These are not to be construed as exclusive or all-inclusive. Other duties may be required and assigned.•Due to the importance of this position in the management of the City's varied networks, the person in this position must be available 24/7 by cell phone or home phone.•Responsible for training the Network Administrator I position on the maintaining and administering of all the services and functions needed for day-to-day operations.•Maintains the City's local and wide area networks, including the 9-1-1 network, and their components that include network servers, switches, routing devices, firewalls, specialized appliances, and directory schema and other network services.•Maintains VoIP phone system and IP Camera systems.•Monitors network operations; sets up and manages network user accounts; ensures compatibility of network components; and trouble shoots, diagnoses, and corrects network connectivity and traffic flow issues.•Implements and maintains network security operations; administers network security software; manages firewalls and other security devices; ensures the networks and their operations are not at risk of computer viruses, hackers, or other system threats; develops and implements procedures and standards to protect and maintain the networks.•Assists with network topology and infrastructure design.•Evaluates, recommends, and administers network software and third-party hosted solutions.•Writes and modifies script and other program files as needed for administering the networks.•Manages the servers for the City's network services, network security, departmental applications, Web services, e-mail, and software patching services.•Troubleshoots network performance issues and creates and maintains a disaster recovery plan.•Recommends upgrades, patches, and new applications and equipment.•Provides technical support and guidance to users.•Familiar with a variety of the field's concepts, practices, and procedures.•Relies on experience and judgment to plan and accomplish goals.•Performs a variety of tasks.•May lead the work of others.•A wide degree of creativity and latitude is expected.•Connects personal computers, mobile devices, and peripherals to the City's networks and all associated servers.•Maintains, troubleshoots, and repairs servers, personal computers, mobile devices, and peripherals; performs diagnostic analysis and troubleshooting to resolve computer conflicts with system hardware, software, networking, and/or other processes; and replaces and/or upgrades hardware, peripherals and/or other system components as necessary.•Maintains and/or creates network documentation when necessary or as assigned to do so. This would include, but is not limited to, network diagrams, network policy/procedures, etc. for daily, weekly, monthly and/or yearly duties.•Provides technical support to users; receives and responds to telephone calls, e-mails, and other forms of inquiry regarding system problems/issues; resolves problems and/or provides instruction to users.•Works with software and hardware vendors to resolve technical support issues.•Uses computer desktop and mobile applications as needed to perform job functions. These applications include, but not limited to, Microsoft Office components, network design applications, database applications, open-source software, and programming tools.•Must take, pass, and maintain CJIS (Criminal Justice Information Systems) certification as well as submitting to fingerprinting for access to work on/around 9-1-1 and Police Department servers and network equipment. Retesting every year.•Maintains regular and predictable in person attendance during regular business hours of the City of Henderson is required.•Must undergo and successfully complete drug test and alcohol screening prior to employment and undergo and successfully complete future drug test and/or alcohol screening pursuant to the City's Drug and Alcohol policy.

ADDITIONAL FUNCTIONS•Performs related duties as required, necessary, or assigned.

MINIMUM QUALIFICATIONS

Associate degree with course work emphasis in computer science; employment history that demonstrates a progressive advancement in designing and implementing network infrastructure; and employment history that demonstrates administration of network servers and network applications in an environment with 50 or more users; supplemented by the following experience:

1)Two (2) years of managing servers and user accounts on a network using Microsoft Active Directory.

2)Two (2) years of administering an enterprise level e-mail system using Microsoft Exchange servers.

3)Two (2) years of Hypervisor management experience.

4)Holds a current Network+ certification and/or equivalent experience in high-level network design.

Or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job. Must possess and maintain a valid driver's license.

DESIRED QUALIFICATIONS

1)Bachelor's degree with course work emphasis in information system or related field.

2)Four (4) years of experience managing servers and user accounts using Microsoft Server 2012 R2 or above.

3)Four (4) years of experience administering an enterprise level e-mail system using Microsoft Exchange Server 2010 or above.

4)Maintains, or is currently working on obtaining a MSSE role-based certification with emphasis on network management.

5)Some enterprise level background using open-source operating systems such as Linux.

6)Experience with Mobile Device Management.
