The Position

The Regional Utility Services department is seeking a GIS Supervisor. This position plans, organizes, directs, and reviews the work of staff assigned to GIS mapping. In addition, this position manages and enhances computerized GIS mapping applications, and provides functional and technical support to users. Actively works cross-departmentally and with partner organizations to seek-out opportunities for enhanced collaboration and business process improvement and manages process improvement initiatives. Ensures GIS databases are compliant with state and federal water quality permit requirements.

Essential Functions

Provides programmatic oversight of the Planning & Development Services Division's GIS unit and applications used for managing sanitary and storm infrastructure, stormwater management facilities, natural resources, state and federal permit requirements.Supervises the work of technical and professional staff. Oversees staff development and performance including selection and training; preparation of performance appraisals, and development or improvement plans; resolves complaints and grievances; implements disciplinary actions.Assists in the selection of consultants and contractors; manages consultant contracts and monitors timeline, work performed, and expenditures.Coordinates with other departments on providing GIS support for data analysis and mapping of sanitary and storm sewer assets, stormwater management approaches, natural resources, regional planning, developer and capital project criteria, and population data. Gathers requirements and meets with users to identify project requirements and metrics providing technical recommendations.Serves as liaison to city and county staff, partner organizations, developers, consultants, and contractors relating to regional and local district GIS services and data. Represents CWS at meetings and technical user groups, plans and makes presentations and trainings explaining CWS GIS data, systems, and standards.Coordinates with Digital Solutions technical staff and department users to maintain and update systems and resolve complex problems and issues. Provides input on system upgrades and other changes including defining department requirements and manages process improvement initiatives.Prioritizes, plans, monitors, and forecasts resources needed. Provides administrative, logistical, and technical oversight by tracking work requests; managing records, files and databases; reviewing, preparing, and evaluating data. Monitors expenditures and operational accomplishments. Identifies opportunities to improve efficiency or effectiveness and implements improvements.Stays current with GIS and related technologies to provide innovative ideas for development of custom solutions for the department.Acts as technical resource; develops and provides training and assistance to other CWS staff on processes and procedures. Collaborates and builds relationships with internal and external customers, vendors and other entities that share data with CWS.Assists in creating a positive and supportive work environment; enforces a safe workplace; establishes a culture of teamwork and communication; creates a workplace that promotes the organizational values of workplace diversity, equity and inclusion and actively promotes an environment respectful of living and working in a multicultural society.Drives a CWS or personal vehicle for work related purposes.

Qualifications

EXPERIENCE AND TRAINING GUIDELINES:The following are the minimum qualifications for this position.

5 years of experience in geographic information systems, data analysis, geodatabase management, engineering, planning, or a related field;

2 years of supervisory, managerial, trainer, mentor, team lead, or crew leader experience;

College level coursework in geographic information systems, data analysis, geodatabase management, engineering, information systems, planning, geography, environmental science or a related field.

CERTIFICATION AND LICENSURE REQUIREMENTS:Upon selection, candidate must possess and maintain a valid State issued driver's license.Additional Information

Depending on hours worked and duration of the position, temporary employees may qualify for an offer of medical benefits, deferred compensation, and employee discounts. Temporary employees are eligible for sick leave at the rate of .0334 per hour worked upon beginning employment and may carry over up to 40 hours into the next calendar year.
