PURPOSE:
This request for quote is for Enterprise Application Engineer services to support the centralization and cloud- modernization of the Department's Health Management System (HMS) and to support the development, implementation and life-cycle management of other new and existing enterprise technologies required to support the Office of Information Technology, Bureau of Enterprise Foundational Services, Cloud Support Team. Contractor will provide these services to the Florida Department of Health (Department).
CONTRACTOR QUALIFICATIONS AND EXPERIENCE:The Contractor must possess the following minimum qualifications and experience:5 years of documented experience with enterprise class Windows Server system design and administration, including the proactive monitoring of system environments and problem resolution,user support, system application support, Operating System (OS) support, hardware/software system installation, configuration, and maintenance.5 years of documented experience as an enterprise administrator in Azure and Azure Active Directory domain infrastructure5 years of documented experience with cloud technologies including architecting, implementation, management, and maintenance of a Cloud based platforms.5 years of documented experience designing, implementing, and administering cloud networking solutions such as Virtual Networks and Express Route.5 years of documented experience designing, implementing, and administering DevOps solutions in a cloud environment such as Azure or AWS.Knowledge of data governance frameworks and compliance regulations, like the Health Insurance Portability Accountability Act (HIPAA), relevant to data management and privacy.CONTRACTOR RESPONSIBILITIES:
SERVICE TASKS:
Contractor will perform the following tasks in the time and manner specified:Design, install, maintain, and document all server and cloud platform requirements in an enterprise scale Microsoft Azure Active Directory cloud platform as directed by the Department.These duties include but are not limited to: system administration, server maintenance, monthlypatching, daily monitoring, error tracking, issue remediation and change control.Evaluate existing HMS infrastructure and collaborate with the Centralization of HMS (CHMS)Project Team to identify the requirements for cloud migration as directed by the Department.Develop and document a comprehensive cloud architecture design that supports required HMS functionality and the migration of county health department HMS databases, specifying the cloud resources and services to be used as directed by the Department.Collaborate with the CHMS Team to develop the data migration plan, including risk assessment and mitigation strategies, and execute the migration of HMS data to the cloud, ensuring data integrity and security as directed by the Department.Develop Disaster Recovery and business continuity plans, including backup schedules, redundancy for reporting and recovery procedures for the centralized HMS as directed by the Department.Investigate, troubleshoot, and resolve issues reported by customers, system administrators and support teams daily as directed by the Department.Provide technical expertise to users, management, vendors and peers for issues involving other Department business offices and vendors daily as directed by the Department.Provide documented resolutions to Service Desk and Change Management tickets, daily, as directed by the Department.Complete job required training as assigned by the Department. Completion verification may include certificates, sign-in sheets and verification via the Department's Learning Management System.DATA SECURITY AND CONFIDENTIALITY TASK:
The Contractor, its employees, subcontractors, and agents must comply at all times with all Department data security procedures and policies in the performance of this scope of work as specified in the Data Security and Confidentially document attached to the purchase order.
