PURPOSE: This scope of work is for business analyst services for the development of new and existing functionalities required to support the Health Management System (HMS) electronic health record, for the Florida Department of Health (Department) Office of Information Technology. Contractor will provide these services to the Department. CONTRACTOR QUALIFICATIONS AND EXPERIENCE: Contractor staff assigned to this agreement must possess the following minimum qualifications and experience: Two years of documented experience performing business analysis on an Agile software development team. One year of documented experience facilitating Joint Application Development (JAD) sessions with groups of application end-users. One year of documented experience eliciting, gathering, and documenting User Requirements. One year of documented experience performing the software testing function that includes executing software tests, documentation of defects and writing test cases and scripts. One year of documented experience producing business or technical documentation related to technical specifications, requirements traceability matrices, application interface design, business process analysis and data flow diagrams. One year of documented experience performing application development, preferably on a Certified Electronic Health Record (EHR) product. One year of documented experience and/or education related to HL7 standards including ADT and C-CDA. One year of experience with databases and generating ad-hoc reports using SQL queries. CONTRACTOR RESPONSIBILITIES: SERVICE TASKS: Contractor will perform the following tasks in the time and manner specified: Assist with facilitation of business requirements gathering sessions with Subject Matter Experts (SMEs) as assigned by the Department. SMEs may be end-users, IT technical staff, HMS practice management team members and HMS clinical team members. Ensure a defined agenda is communicated to participants, ensure a common understanding of terms and definitions, synthesize ideas, track discussions, and provide clear summaries of the discussion and decisions in oral and written form using Microsoft Office tools. Perform validation of documented business requirements against business processes as assigned by the Department to ensure that business requirements accurately represent the needs of business stakeholders. Business stakeholders may be end-users of the Health Management System, Department staff involved in the processes automated by the software or other Department staff who are consumers of the data collected within the software. Perform verification of developed software against business requirements and technical specifications as assigned by the Department through User Acceptance Testing (UAT). UAT is the systematic execution of business processes represented in the application to ensure adherence to documented business requirements and documentation of identified variances as software defects utilizing the Department's change and configuration management system. Identify and document opportunities for improving the efficiency of workflows represented within the software as assigned by the Department. Identification is a result of evaluating current system design through testing and end user feedback. Identified opportunities must be documented using Microsoft Office and the Department's change and configuration management system. Prepare end user documentation using Microsoft Office software as assigned by the Department for training and assistance including release documentation, process flows, and help screens. Review development team performance to determine progress towards meeting goals and report status and recommendations regarding the efficiency and productivity of resources to Project Manager and Bureau Management as assigned by the Department. Provide subject matter expertise to Business Analysts and development team daily as directed by the Department. Performing in the role of SME includes providing accurate answers to questions regarding intended software functionality. These answers are based on specific knowledge within a functional area or gathered through written and oral consultation with additional SMEs. SMEs may be end-users of the Health Management System, Department staff involved in the processes automated by the software or other Department staff who are consumers of the data collected within the software. Prepare documentation of application change requests utilizing Microsoft Office tools and the Department's change and configuration management system as assigned by the Department. Define and document functional specifications and software test plans as assigned by the Department. Specifications and test plans should be documented utilizing Microsoft Office tools and the Department's change and configuration management system and templates provided. Coordinate UAT as assigned by the Department using the Department's change and configuration management system. Coordination requires the efficient assignment of available resources to the established testing backlogs. Efficiency is demonstrated by making assignments such that all resources are utilized on assignments that coincide with their demonstrated skill level. UAT is the systematic execution of business processes represented in the application to ensure adherence to documented business requirements and documentation of identified variances as software defects utilizing change management software. Complete job required training as assigned by the Department. Completion verification may include certificates, sign-in sheets and verification via the Department's Learning Management System.
