Duties and Responsibilities:

The Agile Project Manager will assist in the successful product development support with an emphasis on agile, test-driven development, and continuous integration methodologies to assist and enhance efforts to secure new applications. The successful candidate will champion planning, coordination, and communication of the multidisciplinary/cross-functional teams responsible for delivering agile product development and defined subsystems, products and/or services. The Agile Project Manager will provide necessary services, qualified personnel, material, and methodologies as needed and approved by IRS to perform agile IT Portfolio/project, and development support services for digital/online applications. Duties include but may not be limited to:

Own and drive complex efforts with multiple threads of work including several significant releases across the life of the projectProvide technical leadership/guidance to the project team in performance of the work, and review the quality of work productsOrganize, direct, and coordinate the planning and production of all project support activitiesProject planning, scheduling, and monitoringManaging data calls to include coordination, analysis, tracking, and data gatheringCreating and updating project management plans to include resources, risk management, and other management controls to be employed to meet performance and schedule requirementsEstablish and tracking project metricsConduct project status meetings with project stakeholdersCritical transactional/product based effort integrating significant portions of existing delivery and support teamsThis is a hands-on role with an advanced agile Delivery/Technology team with heavy executive leadership engagementAble to effectively articulate demonstrated experience leading agile and IT delivery teamsResponsible for working with a wide stakeholder team to deliver large cross site solutions in a competitive, fast paced, collaborative, and multi-system environmentAbility to see, articulate and build the big picture while still focusing on meeting critical and often tight delivery commitmentsExercise latitude in determining technical objectives of assignments for self and teamsMust have experience a planning, developing and maintaining resource loaded program schedulesA seasoned, experienced professional having a wide range of professional experience and possessing a strong understanding of software engineering concepts, principles, and theories and expert at applying technical standards and methodologies to resolve a wide range of issues in creative waysShows initiative on assignments, and professionally executes projects as a technical lead with little or no direction, frequently provides direction and leadership to technical teams and determines methods and proceduresStrong ability to handle significant responsibility, leadership and accountability while executing very complex assignmentsSkilled in communicating issues, impacts, and corrective actions; someone who is capable of providing technical leadership to an organizationRequirementsMinimum Qualifications/Experience:

5+ years of proven experience managing technology projects in a large matrix organizationMinimum 3-5 years specifically managing complex technology projects and directly managing or leading engineering teams of 20+ employeesFederal IT Software Delivery experience and managing individual project budgetsProven experience influencing and presenting to leadershipFluency with developing and executing project schedulesProblem-solving experience in a team environmentExperience with Jira and Agile Project ManagementExperience managing multiple agile teams and scrum mastersMust exhibit strong interpersonal skill, with ability to work with a variety of personality typesProven experience working with complex and integrated technology systems; at an enterprise level with multiple integration partnersAble to successfully adapt, build relationship, and influence complex Business and Technology stakeholdersMust thrive working independently in a very fast-paced, results-oriented environmentUnderstanding of software testing methodologies and techniques, such as front-end functional testing, system integration testing, performance and load testingOperational Readiness Testing experienceMinimum Education:

Bachelor's Degree and 5+ years' experience, or a Master's DegreeRequired Certifications:

PMP Certification RequiredAgile, SAFe, and Scrum Certifications PreferredOther:

Must be US CitizenWillingness to be on-site in New Carrollton (Lanham), MarylandWillingness to travel and/or telecommute on occasion depending on customer needs
