Enters codes to create production data base. Selects and enters codes of utility program to monitor database performance, such as distribution of records and amount of available memory. Directs programmers and analysts to make changes to data base management system. Reviews and corrects programs. Answers user questions. Confers with coworkers to determine impact of data base changes on other systems and staff cost for making changes to data base. Modifies data base programs to increase processing performance, referred to as performance tuning. Workers typically specialize in one or more types of data base management systems. Providing assistance in the planning, development, maintenance, and monitoring of integrated database systems, and ensuring that the conceptual and design phases of new applications are consistent with the structural parameters within the database environment. Evaluates users' requests for new data elements and systems, incorporates them into the existing shared data environment, and provides technical assistance. Coordinates the use of data to ensure data integrity and control redundancy, loads databases, and reorganizes as needed. Performs data modeling and prototyping. Performs logical and physical data modeling, designs relational database models, and creates physical data models from logical data models. Performs security recovery procedures. Determines and implements database search strategies and storage requirements. Maintains data dictionary ensuring uniformity of definitions and sets standards for use of data dictionary. Monitors database performance and recommends efficiency improvements. Creates test database environment for applications section, including the creation of necessary libraries and procedures. Executes the procedures necessary to save, retrieve, and recover databases from hardware and software failures within established procedures. Assists with determining, implementing, and enhancing standards on database security and with monitoring agency disaster recovery procedures and systems. Assists with the installation of database software and with analyzing, designing, and implementing databases. Assists in benchmarking and threshold testing of databases and with establishing and controlling necessary database security. Assists in the selection of database management software. Experience in computer systems analysis or computer programming work. Knowledge of the principles, practices, and techniques of computer programming and systems design; of computer operations, systems, and procedures; of project control and cost estimating techniques; of computer programming languages; of data processing flowcharting techniques; of database structures and theories; and of current database technologies. Has working knowledge of EIR Accessibility standards and assistive technologies. Ensures that user interfaces for database administration and inputting, viewing, outputting data(via reports) are compliant with accessibility standards. Provides support to users in obtaining data / information when EIR Accessibility issues arise.

DSHS Immunization Business Operation Unit is seeking approval to hire one Database Administrator I as a temporary contractor with an hourly rate of $90/hour for FY 24 and FY 25 for a total cost of $198,000 based upon the DIR ITSAC Not-to-Exceed Rates (NTE). This position will assist Immunization with identifying program functions by assessing the required objectives to staffing resources for the future due to the ending of COVID-19 Grant funds. By assisting leadership in operational review, evaluation, and planning, through this effort, Immunizations will identify operational efficiency. The staff augmentation will assist program unit directors with insight of programs effectiveness, identify strengths, and area of improvements.

BACKGROUND:

Performs highly advanced (senior-level) database administration evaluation, review, and planning under the director of the Section Director. Provides efficient and effective storage, retrieval, customization, security protocols and archiving of data to ensure integrated database systems. Plans, develops, and implements database policies and procedures, and maintains and verifies data integrity. Participates in business analysis, process planning, and agency policy and procedure development and implementation. Coordinates projects and teams activities to achieve Section goals and objectives. Studies and analyzes operations and issues, and prepares reports of findings and recommendations in the different points of service. Prepares and assists in the preparation of administrative reports, studies and specialized technical projects. Provides consultative services and technical assistance to plan, implement and monitor effective programs and services. Works with program staff in determining trends and resolving technical issues. Reviews and evaluates information on service delivery system methods, outputs and activities in order to identify gaps in resources and recommend improvements. Develops procedures and workflows. Works under minimal supervision, with extensive latitude for the use of initiative and independent judgment.

(30%) Conducts detailed studies and reviews, defines problems in areas such as administrative practices, workflow, and other business processes. Functions as a consultant to plan, implement and monitor effective business process improvement recommendations.

(25%) Develops management/workflow reporting tools for program areas. Compile and analyze statistical information to assist management in making informed decisions.

(20%) Assist with tracking the development and approval of business process, system, and reporting requirements. Coordinates with program and IT staff in discovery, development, and implementation of program systems.

(20%) Develop workflow procedures and provide training, technical assistance, and information-sharing to program staff.

(5%) Other duties as assigned: include but are not limited to actively participating and/or serving in a supporting role to meet the agency's obligations for disaster response and/or recovery or Continuity of Operations (COOP) activation. The division is an active partner in response activities. Such participation may require an alternate shift pattern assignment and/or location.

III. TERMS OF SERVICE

IV. WORK HOURS AND LOCATION

Services shall be provided during normal business hours unless otherwise coordinated through the

Texas Health and Human Services Commission . Normal business hours are Monday through Friday from

8:00 AM to 5:00 PM , excluding State holidays when the agency is closed.

1100 W 49th St Austin, TX 78757 . The working position is . Any and all travel, per diem, parking, and/or living expenses shall be at the Candidate's and/or Vendor's expense.

Texas Health and Human Services Commission

will provide pre-approved, written authorization for travel for any services to be performed away from the primary work location(s). Pre-approved travel expenses are limited to the rates and comply with the rules prescribed by the State of Texas for travel by its classified employees, including any requirement for original receipts.

The Candidate(s) may be required to work outside the normal business hours on weekends, evenings and holidays, as requested. Payment for work over 40 hours will be at the hourly rate quoted and must be coordinated and pre-approved through

Texas Health and Human Services Commission .
