Space Domain Awareness (SDA) Data Fusion Software Program Manager
on the US Space Force, Space Systems Command, Space Domain Awareness (SDA) Acquisition Deltas Integrated Solutions for Situational Awareness (ISSA) team. This position provides A&AS support to transition science and technology efforts to real-world operational systems.This is a full-time position at 2424 Garden of the Gods Road and Peterson Space Force Base in Colorado Springs, CO with an opportunity for remote work 2-3 days per week at the discretion of the Government.SDA is foundational to Protecting and Defending US Space Systems that provide space-based Intelligence, Early Warning, Communications and Global Positioning services that sustain our way of life, support our national economy and act as force multipliers in times of conflict. Odyssey Systems is looking for high-performing, passionate people ready to make a difference by joining our existing team of dedicated professionals in the SDA workforce!The AI and Analytics branch oversees the development and sustainment of major data fusion and exploitation software systems, sensor communication upgrades, and system of systems integration and automation projects to prototype and field the next-generation Space Domain Awareness network and command and control systems.The Space Domain Awareness (SDA) Acquisition Delta (USSF SSC/SZG) executes system acquisition, modernization, and sustainment for ground- and space-based SDA sensors and command and control (C2) systems. Activities include acquisition program management, system, and subsystem engineering, maintenance and supply support, and fielding.Odyssey Systems provides support to the Government in five areas: Product Support, Sustainment Engineering & Sustainment Management, Technical Order Management, Technical User Interface, and System Design, Engineering, and Integration. These tasks are executed laterally with USSF SSC/SZG depot and development contractors and with SDA stakeholders.Responsibilities:An A&AS contractor is a knowledgeable and trusted advisor to the Government Program Office. As an
SDA Data Fusion Software Program Manager , you will support the Government Program Manager in all aspects of Program Management including developing requirements, releasing solicitations, evaluating and scoring responses, developing action plans and schedules, and all aspects of the Program Planning and Budget Execution cycle, requesting, planning and monitoring the execution of project funding. Duties include, but are not limited to:Apply programmatic knowledge and experience to advise the Government Program Management OfficeDevelop and maintain budget estimates for acquisitions projectsAnalyze financial data to ensure accuracy and compliance with budgetary guidelinesMonitor and track expenditures throughout the acquisitions lifecyclePrepare financial reports and presentations for stakeholders and managementForecast future budget needs based on project timelines and requirementsAssure that short and long-range plans and actions are consistent with service goals, schedules, policies, and objectives outlined in the program roadmapEvaluate cost-effectiveness of proposed acquisitions and ongoing projects and make recommendationsMonitor project/program status and adjusts work plans accordingly. May negotiate with a variety of government staff to obtain needed resources and supportConduct variance analysis to identify discrepancies and propose corrective actionsDevelop and execute integrated risk reduction strategies and recommendations to mitigate identified program risk conditionsAssist in the preparation of procurement documentation and financial justificationsPrepare directives, issuances, memorandums, policy statements, and other written guidelines and recommendations, as requiredDevelop and defend program objective memorandum (POM) inputs to capture disconnects and initiatives to meet program goalsSupport the management of prime contractor performance and assists with the management of contract deliverable performanceMaintain strong relationships across a wide spectrum of stakeholders including USSF, USAF, USN, USSPACECOM, USINDOPACOM, USEUCOM, USSOCOM, OSD/R&E, SSDP, intelligence community (IC) partners, and international partnersDevelop and maintain strong relationships with Government Contract, Legal, Finance, and Program teamsAssist with translating user requirements into statement of work documentationAssist with writing, coordinating, and maintaining program documentation regarding requirements, costs, schedules, performance, risks, opportunities, impacts, and program statusSupport stakeholder engagement on matters affecting program executionProvide relevant input to acquisition planning activities. Assists in the build and release of requests for proposals (RFPs)Assist with the review, evaluation, and award of proposals, prepares and coordinates contract documentationMonitor the execution of contracts supporting program acquisition, modernization, sustainment, and operations of the programTravel to CONUS and OCONUS locations at the request of the GovernmentOther duties as required/requested by the Government within the constraints of the S3 contract

Bachelor's degree in Business, Finance, Engineering Management, Computer Science, Software Engineering or a related fieldYears of Experience:
12 years of directly relevant experience, 5 of which must be in the DoD,
OR,MA/MS degree and 8 years of directly relevant experience, 5 of which must be in the DoDOther Qualifications:Demonstrated ability to interact and build effective relationships and teams with government customers, FFRDCs, and contractors, working in a highly dynamic environmentComfortable interacting with senior leadershipKnowledge of government financial management processes and systemsSelf-motivated with the ability to work independently as well as part of a teamEffective communication skills (both written and verbal) with internal and external clientsPreferred Qualifications:Clearance:
