Clients and grantors of RAND Education and Labor research include government agencies, foundations, and private-sector organizations in the United States and abroad.Position DescriptionThe Vice President and Director of RAND Education and Labor reports to the Senior Vice President, Research and Analysis. The Education and Labor division oversees more than 100 active analytical projects at any given time, which generate annual revenue of approximately $30 million and involve approximately 220 full- and part-time researchers, and another 30 adjunct staff. The division is responsible for the RAND Survey Panels, which provide critical sources of data for the division's research and the larger RAND research landscape. As a member of the RAND senior management team, the Education and Labor Director participates in corporate decision making and collaborates across RAND's research matrix consisting of eight research divisions and five research departments, and works closely with RAND's operational departments. This position involves duties related to the management and oversight of the Education and Labor research division, as well as conducting individual research. A portion of the Director's time will also involve corporate responsibilities.Specific management responsibilities include:Developing, managing, and executing three-year RAND business plans including strategic research priorities for the divisionDeveloping and sustaining close, day-to-day working relationships with officials at the Department of Education, Department of Labor, State and District officials, Congressional members and staff, philanthropic foundations, and other funding sourcesEnsuring timely, high-quality products are delivered on time and within budget and disseminated to research sponsors as appropriateWorking with Education and Labor program directors and the research quality assurance manager to oversee and evaluate all research and its documentation to ensure that it meets RAND standards for quality and objectivity and client needsServing as overseer and proponent for the RAND Survey PanelsCollaborating with senior management across RAND's divisions to create and advance opportunities for synergy through joint researchProviding intellectual and managerial leadership in selected research projectsQualificationsSubstantial track record of leadership experience in academic, government, or policy research settings related to Education and/or Labor research including revenue and client management responsibilitiesDemonstrated knowledge of current and developing Education and Labor issuesDemonstrated working knowledge of the entirety of the U.S. education system and decision-making entities, in-depth knowledge of labor force and labor management issuesStrong working knowledge of research methodologies, including survey methods and toolsExperience in capturing and overseeing contract and grant research with federal, state, and local clients and philanthropic foundationsDemonstrated leadership skills including commitment to diversity, equity, and inclusion principles to include developing diverse teams and creating an inclusive work environmentDemonstrated business planning and execution skillsProven research and analysis capabilitiesExcellent written and verbal communication skillsEducation RequirementsAdvanced degree in an Education and Labor related discipline. Master's Degree required; PhD is preferred.ExperienceTen plus (10+) years in a senior leadership position in a government, corporate, or research environment.Location/TravelWashington, DC; Santa Monica, CA; Boston, MA; or Pittsburgh, PA; must be able to travel at least thirty percent (30%) of the time to visit clients and other RAND offices. Other locations may be considered if in office expectations can be sustained. This position is a flex role which allows for time worked from the office and from home. $225,000 - $315,000RAND considers a variety of factors when formulating an offer, including but not limited to, the specific role and associated responsibilities; a candidate's work experience, education/training, skills, expertise; and internal equity. The salary range includes base pay plus RAND's sabbatic pay (which provides additional compensation above base pay when vacation is taken). This position may be eligible for additional compensation.
