INTRODUCTION:The Health and Human Services (HHS) Director for the Spokane Tribe of Indians is responsible and accountable for the continued development of the comprehensive and quality behavioral health and social services programs, as well as the implementation, oversight, and monitoring of HHS programs. The HHS Director will provide administrative direction and leadership for the overall operations of HHS, as well as coordinate high-quality services specifically designed to meet the mission and the needs of the Spokane Tribe of Indians.MAJOR DUTIES AND RESPONSIBILITIES:Provide and/or delegate supervision of department staff and contract employees under the umbrella of HHS.Direct the activities of HHS programs and ensure their compliance with applicable Tribal, Federal, State, and/or Local regulations and requirements including billing Medicaid and other sources, as well as CFR 42.Ensure proper management of program records, compliance, and timely submittal of reports, products, and budgets.Oversee and monitor the HHS annual budget of $2.5 million+.Develop strategic plans for HHS programs and consider recommendations of HHS program Directors and Managers.Attend or delegate staff to attend appropriate conferences, workshops, and meetings for the purpose of representing the Spokane Tribe and gathering and disseminating program and service-related information.Oversee the daily operations of departmental programs and services, providing supervision to department staff and contractor employees.Conduct staffing and clinical meetings as needed to ensure that information from major program activities with other governmental departments and private or other program relevant organizations is disseminated, that departmental staff are aware of program activities and that program needs are addressed.Enforce adherence to administrative and personnel policies and procedures.Create and update policies and procedures and work standards as needed.Manage and maintain compliance with all HHS grants and funding agreements and seek new grants to enhance services.Delegate assignments effectively and follow up to ensure completion.Follow up on problems, decisions, and requests.Recognize critical situations and take appropriate action.Address performance issues effectively and efficiently.Responsible for the management and supervision of HHS departments, programs, and project staff including hiring/termination, performance reviews, compensation, and disciplinary actions.Report in-person and/or in writing to the E.D. to communicate progress, barriers, concerns, or other notable issues.Submit various reports to the E.D. when requested.Provide recommendations to the E.D. and Tribal Council on program/policy innovations, changes, and enhancements.Communicate effectively in both oral and written forms, expressing complex and technical terminology and concepts in an understandable manner.Responsible for establishing and maintaining communication between the tribal government and the tribal community, other tribal governments, or the U.S. federal and state governments.Ensure staff timely respond to client/community concerns.Coordinate with outside jurisdictions to meet the needs of the Tribe and clientele.Plan, develop, organize, and direct the implementation of goals, objectives, schedules, policies, record keeping, and work standards for the Health & Human Services Department including the provision of public health, mental health, social services programs, and other Tribal Health programs and referral systems.Develop and oversee all department programs and services and create and update policies and procedures as needed.Manage and maintain compliance for all existing Health & Human Services Grants and seek new grants to enhance the program.Work to develop an atmosphere of teamwork and cooperation. Strive to develop the full potential of staff members.Incorporate staff development plans that include education, training, conferences, workshops, etc. Address performance issues effectively and efficiently; actively encourage ongoing development of each staff member.Maintain knowledge of Code of Federal Regulations – 42; and specific laws, regulations, policies, and proposed legislation having impact on health care delivery systems, especially those related to Indian Health Services.Educate the community on the Department’s services.Adhere to a strict confidentiality standard.KNOWLEDGE, SKILLS & ABILITIES REQUIRED:Knowledge of applicable HIPAA laws.Demonstrated knowledge in department/division administration and budgeting.Demonstrated ability to plan, direct, and evaluate complex health and human service programs.Demonstrated knowledge of the professional, ethical, and technical aspects of the programs and services administered.Demonstrated knowledge of applicable WAC requirements, Federal requirements, and laws related to program confidentiality and client rights.Knowledge and expertise in Medicaid/IHS/BIA and other federal funding/billing.Demonstrated successful supervisory skills including but not limited to staff evaluations, problem-solving, maintaining effective working relationships, and facilitating staff productivity.Demonstrated knowledge of Indian Country.Demonstrated knowledge of current literature, trends, funding opportunities, and developments in areas including but not limited to Behavioral Health/Mental Health and Chemical Dependency/Addictions, Disordered Gambling, Prevention, Indian Child Welfare, Education/Head Start programs, Dependency Actions, Vocational Rehabilitation, Domestic Violence/Sex Trafficking, Elder and Aging Services, and an array of Social Services.Demonstrated knowledge of DSM-V.Demonstrated ability to respond timely to court directives with the provision of prevention, education, and intervention programs and services in the areas of juvenile justice, family violence, adjudication, and community services programs and the broad range of community needs.Demonstrated ability to express ideas effectively, both orally and in writing.Must be able to respond to emergencies except while on scheduled vacation or other approved leave.MINIMUM REQUIREMENTS:A Master's degree in Healthcare Administration, Public Health, or related field required.Must have a minimum of 7 years of experience as an administrator in healthcare, social services, or other related fields with supervisory, policy, and financial management responsibilities.Minimum of 5 years of experience working in tribal communities including both administrative and direct client contact.Must possess excellent interpersonal skills and strong oral and written communication skills.Demonstrated effective leadership and consensus-building abilities with an open management style conducive to developing and maintaining a cohesive management team.Must have valid Washington State Driver’s License, good driving record, and be tribally insurable.Must pass a criminal background check.*Indian Preference Applies
