Job Description:Systems Analyst V

This is a hybrid position located in Austin with in-office flexibility 2-3 days per week. It is eligible to telework up to 60% of their time, consistent with HHS telework policies.

The Systems Analyst V serves in the daily operations and activities of the CSS (Customer Service and Support) team including the Managed Document Output (MDO) Coordinator and reports to the Information Technology Director of Customer Service (ITCSS). The position performs advanced (senior level) computer systems analysis work. They are the liaison between the ITCSS teams, MDO Contract Administrator, MDO vendor and end users. Work involves coordinating the planning, and analysis of the user requirements, procedures, and problems to improve existing and future computer hardware, peripheral, and MDO functionality. Responsible for monitoring, coordinating, and improving the deployments of device hardware, peripherals, and Move/Add/Change process for MDO deployment. Responsible for reviewing MDO auditing reports to ensure HHS IT Security standards and controls are being met. May plan, assign and/or supervise the work of others. Works under minimal supervision, with considerable latitude for the use of initiative and independent judgement. Attends work on a regular and predictable schedule in accordance with agency leave policy and performs other duties as assigned. Work outside of regular hours may be required. Travel to other work locations may be required

Essential Job Functions:Oversees the day-to-day activities, provides direction and organization for the team. Manages the administrative operations involved in CSS hardware/software support and the MDO Move/Add/Change process. Oversees the design and implementation of new or revised procedures and methods that effectively meet agency MDO needs. Responsible for reviewing MDO auditing reports to ensure HHS IT Security requirements are being met and coordinate with vendor to ensure that any changes in security requirements are addressed in a timely fashion. Reviews and/or reconciles MDO usage reports, device inventory specifications, device configurations and all associated invoicing to ensure accuracy and resolves all discrepancies with vendor. Reports all failures in vendor performance and vendor failure to meet agreed upon Service Level Agreements (SLAs) to ITCSS management and MDO Contract Administrator. Assist in testing scenarios for different applications develop technical documentation and training. (30%)

Coordinates the projects, planning, design, development, implementation, support, and maintenance of information technology computer refresh and MDO devices on the network. Designs, implements, and maintains device deployment and MDO policies by establishing standards and procedures. Develops schedules, priorities, standards, and evaluation of standard for achieving short-term and long-term projects and goals. (15%)

Works with IT teams to confirm adequate space for all refresh activities (from initial prepping to final DOD wipe/surplus). Assists in working with all key stake holders in identifying and resolution of any issues related to refresh activities. Collaborates with Hardware Asset Management team, statewide IT Managers, State Supported Living Centers, and CSS Directors to create plans, schedule and work through exceptions as required by program areas and executive management. Works with SEAT management regarding any re-direction of shipments as needed. Worked closely with ITMs requiring assistance to program area and customer request regarding policy and options provided by SEAT. (15%)

Coordinates and/or participates in the development and execution of enterprise level strategies and technical direction, including establishing processes and procedures for executing and maintaining technology road maps. (10%)

Oversees the training of staff prior to the implementation of technical and/or computer systems and offers advice and guidance during the implementation process. Works closely with vendor to make sure that training materials are made available to IT staff and are kept current for all computer hardware and MDO devices. (10%)

Develops and implements strategic planning actions and policy decisions related to the agency's systems and makes recommendations concerning the direction of the agency's MDO systems. (10%)

Recommends and assists in developing agency MDO system plans and budgets. Responsible for preparing and submitting all applicable MDO requisitions, upon request. (5%)

Registration or Licensure Requirements:CompTIA A+ certification orInformation Technology Infrastructure Library (ITIL) certification or equivalent

Initial Selection Criteria:Completeness of application. Bachelor's degree from an accredited college or university with a major in information technology, computer science, business administration, or related study required. 5 years progressive responsibility in IT Service Delivery. Experience above the minimum requirements may be substituted for the education requirement on a year for year basis at the discretion of the hiring manager.
