Job Description:The Identity and Access Management Programmer V position reports to the DSHS (Department of State Health Services) Identity and Access Management (IAM) manager. This position provides software development services that support the HHS (Health and Human Services) IAM platform (SailPoint, Okta). Requirements for this position include expert knowledge of the software development lifecycle, and extensive work experience in information technology frameworks pertaining to IAM industry standards.

This position is responsible for designing, building, supporting and continually improving IAMOnline, HHS's new platform, alongside the legacy IAM enterprise portal to conform with industry standards and customer requirements. The person in this role will be able to draft and maintain standard operating procedures based on industry best practices for application development. Duties also include oversight and development of highly technical staff members.

Essential Job Functions:Attends work on a regular and predictable schedule in accordance with agency leave policy and performs other duties as assigned.

Oversees and/or performs the overall development of existing and new IAM (Identity and Access Management) applications, including: planning, system design, development, coding, testing, debugging, deployment, and production support for IAM software systems. Drives design, delivery and integration for interfaces, system connectivity, and batch processes for existing IAM applications. (35%)

Coordinates daily development activities for IAM applications, including: providing support for issue resolution and performance of IAM applications. Identifies enhancements that continuously improve operational processes required to support existing applications. Implements standards and procedures by coordinating the activities of programming staff. Coordinates staff, tasks, and schedules to develop and/or modify IAM software applications. (30%)

Provides direction and guidance to technical staff in matters related to analysis and programming activities related to IAM. Provides support for developing business processes through analysis and design for interfaces with various external agencies and service providers. Implements specialized programs to support applications and defines the test processes to validate performance and stability. (10%)

Identifies and addresses critical success factors and risks, and meets with customers to ensure software products comply with established business requirements and software function as specified in complex integrated environments. (10%)

Coordinates with staff to develop and implement project plans that include schedules, staff assignments, analysis tasks and programming activities with requirements gathering, gap analysis, design, and delivery. Will assist and coordinate with development staff to ensure adherence to standards and procedures for implementing business policies, procedures, and standards. (5%)

Performs negotiations, resolves conflicts, makes presentations, and communicates technical information to all levels of management, customers, and technical and non-technical staff. (5%)

Other duties as assigned and/or serving in a supporting role to meet the agency's obligations for disaster response and/or recovery or Continuity of Operations (COOP) activation. (5%)

Knowledge Skills Abilities:Knowledge of the principles, practices, and techniques of computer programming and systems analysis.Knowledge of computer operations procedures and multiple computer programming languages.Knowledge of software development lifecycle phases, including scope and proposal, analysis, design, and software construction.Knowledge of the limitations and capabilities of computer systems, the techniques used in the design of non-automated systems, information technology equipment, applicable programming languages, computer hardware and software, computer operating systems, writing program code, and of automated mapping.Skill in problem-solving, critical thinking, computer programming, computer hardware and software use, and modifying or developing programs for computer applications.Skill in analysis and interpretation of large, complex IT/technology products and services.Experience facilitating meetings with multiple customers and technical staff, including building consensus and mediating compromises when necessary.Ability to process information logically; design programs and systems logic; prepare software specifications; code, test, and debug software applications; interpret technical information related to system programming and other areas of data processing; and assign and/or supervise the work of others.Ability to understand cloud base architectural patterns and solutions at an enterprise level.Ability to communicate designs for complex implementation and integration of information clearly verbally and in writing; to serve as a technical consultant to technical colleagues; to document relevant issues clearly and accurately; and prepare accurate, concise, reliable reports.Strong verbal and written communication skills; and a keen ability to develop recommendations and presentations suited for various levels of leadership and decision-makers.

Registration or Licensure Requirements:SailPoint certification preferred but not requiredOkta certification preferred but not required

Initial Selection Criteria:•4 Plus years' experience as a Programmer and/or Developer.•Development experience in IAM domain with IAM tools like SailPoint and OKTA is preferred.
