Job Description POSITION RESPONSIBILITIES Note: All official drafts, documents and recommendations, as listed below, must be reviewed, finalized and approved / accepted by appropriate BPA manager or other federal personnel with the authority to do so. Perform interviews and research to support recommendations for IT business requirements; translate business requirements into specifications for technical projects. Coordinate with project stakeholders and Subject Matter Experts (SME) to assist the project meet business, schedule, and budget objectives. ssist in Change Management activities with the business: o Focus on the interpersonal aspects of change introduced by business technology projects- including changes to business processes, systems and technology, job roles and skills, and organization structures. o Draft and implement change management plans that minimize employee resistance, maximize employee engagement, and empower senior management as change sponsors. o Work to drive faster adoption, greater ultimate utilization, and higher proficiency on changes impacting employees in the organization such that business results are achieved. nalyze, facilitate, model and organize information in order to elicit requirements, reconcile conflicts, and distinguish solution ideas from business needs Facilitate the requirements elicitation and development process including workshops, presenting and validating findings, assisting in the development of business cases, and coordinating changes discovered during analysis. Decompose high-level information into details and abstract up from low-level information to resolve requirements conflicts. Discuss priorities and resolve requirement conflicts among various stakeholders. Complete documentation for project development efforts (including use cases, requirements, test plans, process maps, and desk procedures), working closely with development team and business teams to ensure successful implementation. Perform technical interviewing in the Information Technology environment. Communicate with a wide variety of technical and business experts in both individual and group settings. o Communication includes facilitation, cooperation and conflict resolution. Distinguish key interactions and connectives among enterprise server-client technical solutions involving hardware, networks, security and applications. Create Word documents, Excel spreadsheets, Power Point presentations, Visio flowcharts and MS Project input in support of business requirement definition and specification development. Draft technical documentation to support system requirements, system design, system security, and operational manuals. Perform and adhere to System Life Cycle (SLC) processes. o SLC Processes include providing support and guidance to the project team, submitting feedback to the SLC team for updates, and validating that the SLC is being followed. Log application defects in Application Lifecycle Management (ALM) or Team Foundation Server (TFS) systems for bug tracking and prioritization. Recommend and track acceptance criteria for functional requirements and use cases that support the development of test plans. Work with Quality Assurance (QA) personnel to develop test cases in ALM/TFS to execute against functional and technical requirements. o Work with Quality Assurance to execute test plans. Work with technical writer to verify documentation requirements for new and existing systems follow proper process for review, approval and version management. Mark documents and maintain filing system(s), files, emails and records in accordance with compliance requirements. Share and disperse documents only to appropriate personnel (those with a need to know). Mark and maintain all official records in accordance with the Information Security (INFOSEC) and Information Governance & Lifecycle Management (IGLM) standards and procedures. Validate official records are accurately maintained for auditing purposes. REQUIREMENTS Education & Corresponding Experience (required on matrix) ssociate's or Bachelor's Degree in Information/Computer Technology, Business Systems, Computer Technology or a related technical field is preferred. o 8 years of experience is required with a Bachelor's Degree in applicable fields. o 10 years of experience is required with an Associate's Degree in applicable fields. o 12 years of experience is required without a degree. 10 years of demonstrated analyst experience using technical product life cycle concepts and requirements engineering, among other applied skills and knowledge is required. Required Technical Skills & Experience (required on matrix) Proficiency with all other Microsoft Office Suite products, such as Word, Excel, PowerPoint and Outlook Proficiency with Visio Proficiency with MS Project Preferred Skills & Experience (optional on matrix) dvanced proficiency with System Development Life Cycle (SDLC) processes Familiarity with the IEEE Software Development standards or equivalent 1 year data discovery and analysis skills and experience 1 year experience with modeling of requirements, verification of deliverables Additional Requirements (not required on matrix) Valid U.S. Driver's License is required.
