This contract Business Systems Analyst position will provide high-level analytical, business and systems support and assistance to the HR Workforce Development (HT) organization of Bonneville Power Administration (BPA).

This position will collaborate and work closely with other analysts, subject matter experts in the BPA Human Resources Service Center, enterprise applications technical developers, and support personnel.

Analyst will be assigned to project teams to implement and Learning Management System applications, including Learning Nucleus, Workday, SharePoint upgrades, integrations and process mapping in which the system(s) require.

This work will include conducting fit/gap sessions and analysis, recommending solutions and drafting functional specifications, data conversion, and/or reports, configuring setup tables, writing, and executing test scripts, as well as creating/drafting and editing reports, and training materials.

This position will serve as a primary point-of-contact (POC) for Operations and Maintenance (O&M) and training users of both existing and new processes/systems.

This position will interface and collaborate with external parties with the Department of Energy (DOE), internal BPA subject matter experts (SMEs), project teams and stakeholders from BPAU identified Schools, IT technical teams and other interested parties to apply and support enterprise business modules.

RESPONSIBILITIES INCLUDE:

Provide business analysis expertise to applications in support of the HR initiative BPAU and HR systems aligning with the course catalogs and official training records.

Participate in the continuous improvement process by providing input and recommendations for process efficiencies, designing, and testing improvements, assisting with implementation of BPA management approved efforts and initiatives.

Develop, draft, and recommend system flow and requirements/specifications required by BPA stakeholders that meet official standards.

Work with multiple BPA groups (including managers, SMEs, and other stakeholders) to develop/draft and analyze business cases to consider viability.

Facilitate business stakeholders through the processes of identifying and prioritizing business/ process needs, identifying measurable objectives for a solution, and assisting in determining the appropriate requirements for BPAU LMS for induvial stakeholders.

Assist HR to distinguish a problem’s symptoms from its root cause and help uncover true root causes.

Meet with service providers and customers to document and improve business process and to define and manage detailed requirements to improve business systems.

Verify that issues encountered during system testing are captured, resolved, and their resolutions documented.

Identify and recommend solutions for gaps in HR current-state process documentation.

Review, research, and understand available solution options and provide information, input, and assistance for HR and other stakeholders to prioritize options based on their merits and help to recommend selection of the best option.

Evaluate software application vendor enhancements for regulatory requirements and support of business functions; collaborate with vendor on proposed enhancements and software issue documentation and resolution.

Mark documents and maintain filing system(s), files, emails, and records in accordance with compliance requirements.

Share and disperse documents only to appropriate personnel (those with a Lawful Government Purpose (LGP) to know).

Mark and maintain all official records in accordance with the Information Security (INFOSEC) and Information Governance & Lifecycle Management (IGLM) standards and procedures.

Skills & Qualifications:

A bachelor’s degree in information technology, business systems or a closely related technical discipline is highly desired.

5 years of experience is required with an applicable bachelor’s degree.

Experience should be consistent with the specific requirements of Information Technology, Business Systems, or other related IT specialty.

5 years of demonstrated analyst experience using technical product life cycle and requirements management concepts, among other applied skills and knowledge.

Technical writing skills required to author, modify, or facilitate development of design specification documents, job aids, user guides, standard operating procedures, and similar materials.

Strong product management skills required, including a thorough understanding of how to interpret customer business needs and translate them into application and operational requirements.

Experience/ability to model processes, determine requirements, analyze alternatives, and verify solutions to meet business needs.

Intermediate skills/experience with SharePoint, Percipio, and Workday or similar Learning Management Systems (LMS) to support, manage, edit, and outline process flows, etc.

Preferred Skills & Experience:

Experience in process improvement initiatives.

Experience in organizational change management methods and tools.

Experience leading projects or major change initiatives including communication, marketing, and evaluation of program effectiveness.

Experience in meeting facilitation.

Ability to successfully engage in multiple initiatives simultaneously.

Work independently with users to define business needs and under direction of project managers.

Proficiency in Visio and flipbook.

Knowledge of requirements management and software development life cycles.

Familiarity with Agile development and Project Management methodologies.

Experience with data reporting and analytics tools (such as Power BI, Tableau, Oracle Analytics, Crystal Reports, etc.,).
